TO RAISE the effectiveness of Mukim penghulus and village heads as the core of grassroots leadership, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, assented to the Mukim Penghulu and Village Head Service Scheme on April 1, 2015.
Minister of Home Affairs YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong gave an introduction to the scheme and some modifications during the Legislative Council Meeting yesterday.
The minister said that among the amendments are an administration and management system to oversee matters connected to the service scheme, including provisional Mukim penghulus and village heads.
“Since the scheme was introduced, the Ministry of Home Affairs is actively undertaking the filling of positions for Mukim penghulus and village heads. An advertisement, announcing seven vacancies for Mukim penghulus and 34 for village heads under the new scheme, was held simultaneously in all four districts on September 5, 2015 and closed on October 7, 2015. Among those advertised were positions for Mukim penghulus in Pekan Tutong and village heads for Kampong Rambai, Kampong Merimbun, Kampong Panchor, and Kampong Danau in Tutong District,” he said.

“The filling of vacancies for Mukim penghulus and village heads were based on conditions of appointment in the new scheme, and research has shown that there were candidates who did not meet the eligibility requirements in terms of academic qualifications, age and so on.
“Therefore, no candidates were accepted to fill those posts. However, it is still too early to make changes to the scheme as it has only just been introduced. Therefore, the Ministry of Home Affairs will supervise the filling of these posts so that the process of administration and management of Mukims will not be disrupted.”
The minister also disclosed that the Ministry of Home Affairs is working together with all district offices to organise talent scouting among villages and Mukims for potential candidates.
