Spirited sprinter Kelly wins SOBD gold in style

KELLY Helmie Jonsen showed tremendous spirit and test of character to win 100m gold in the Special Olympics Brunei Darussalam 9th National Games at the Hassanal Bolkiah Stadium of the Royal Brunei Police Force HQ in Gadong yesterday.

The sprinter was one of the shiniest performers on the track after posting the best result among all divisions in Division 2 with an unbeatable time of 12:16s under the scorching heat.

His direct competitor Mohammad Salihin bin Dahlan’s time of 12:53s would have easily won any division but instead settled for second place with Md Amiruddin bin Kassim claiming third.

Muhd Firdaus bin Ramlan snatched gold in Division 3 after recording a time of 12:81s which was followed by Nur Rahmanruddin bin Pengiran Abdul Rahman with a time of 13:08s in second place and Hizam Budiman Anak Kasin in third place.

Mohd Hakim bin Abdullah clinched Division 1 after registering the 13-second mark with Nor Azmie Anak Jambon and Mohd Danish Rizq occupying second and third spots, respectively.

Other 100m winners included Noorfaizwarddi bin Nordin in Division 1, Md Azizul Rahman bin Abdullah in Division 5, Siti Noor Heirenay binti Abdullah Masroney in the female Division 1 race and Nur Sahera Alia binti Mohd Shahril Azril Sulaiman in the female Division 2.

The 9th National Games came to a close with bocce, football and badminton events also contested following the successful completion of the bowling event last Friday.

A CERTIFICATE presentation was held yesterday for 71 participants who completed the 4th Islamic Basic Treatment Course (KAPI4) under the guidance of the Darusysyifa’ Warrafahah (DSR) Research and Training Department.

Datin Paduka Khadijah binti Mohd Salleh was the guest of honour at the ceremony, which also coincided with the official opening of the new DSR headquarters in Sungai Matan.

The new base, known as ‘Rumah Berkat’, was donated by Haji Yaakob bin Begawan Pehin Siraja Khatib Dato Paduka Seri Setia Haji Mohd Yusuf, for the purpose of serving as a treatment and training centre.

The Darusysyifa’ Warrafahah was first formed in 2007, and shifted from Kampong Madang to its current location in Sungai Matan on August 15, 2016.

Modi party picks firebrand to head India’s biggest state

NEW DELHI (AFP) – Prime Minister Narendra Modi’s right-wing party Saturday picked a controversial firebrand leader to head India’s most populous state, where it won a landslide victory last week.

Modi’s Hindu nationalist Bharatiya Janata Party won an absolute majority in the northern state of Uttar Pradesh, home to 220 million people and seen as a bellwether of national politics, in a massive vote of confidence for the premier halfway into his first term.

After an hours-long meeting with local BJP legislators on Saturday, senior party leader M Venkaiah Naidu announced 44-year-old Yogi Adityanath as Uttar Pradesh’s next chief minister.

“Tomorrow Yogi Adityanath will take oath as chief minister,” Naidu said at a press conference in Uttar Pradesh’s capital Lucknow late Saturday.

Earlier television footage showed BJP workers garlanding and feeding sweets to the Hindu hardliner who was draped in his iconic saffron-coloured robe.

A five-time MP from the BJP, Adityanath is a popular leader known for his fiery Hindu rhetoric who has stirred controversies over his polarising and inflammatory speeches against Muslims – who form nearly 20 per cent of the state’s population.

Most recently, he lauded US President Trump’s travel ban that aimed to halt immigrants from a handful of Muslim-majority countries from entering America, saying India needed similar action to check terrorism.

He has often fanned flames over religious conversions, inter-religion marriages and has reportedly been arrested and charged with several crimes in the past including rioting, attempt to murder and trespassing on burial places.

The rise of the Hindu priest-turned-politician in Uttar Pradesh, a state prone to sectarian strife, surprised many after Modi made his development agenda the focus of his campaign in the region, which is traditionally fractured along caste and religious lines.

Runners play starring role as B$17,000 raised in Happy Run BN

ROUGHLY 1,800 runners gathered in the capital to participate in Happy Run BN, a running event at the Open Plaza of the Yayasan Sultan Haji Hassanal Bolkiah Complex yesterday.

The event, organised by Heroes Event Management, was aimed at raising awareness on the importance of maintaining a healthy lifestyle and to inspirit ‘Bandarku Ceria’, as well as to raise funds for non-government organisations.

Happy Run BN began with a warm up session before the flag off for the 3km and 5km runners.

The estimated B$17,000 collected from the event will be donated to Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans (DANA), Pusat Ehsan Al-Ameerah Al-Hajjah Maryam, the Children’s Cancer Foundation (YASKA) and Special Olympics Brunei Darussalam (SOBD).

Yesterday’s run was brightened with various activities such as a colouring contest – which was opened for the runners; a sushi eating contest, classed into four categories: male adult, female adult, male junior, and female junior; and a Heroes quiz, among others.

‘Bangarku Ceria’ enlivens Temburong

TEMBURONG District has just seen its first Bangarku Ceria, a collaborative effort between the Temburong District Office and Temburong Pedallers.

The objective of Bangarku Ceria was to attract the public to partake in the event – thus increasing economic activities and to foster cooperation between various government and non-government agencies as well as private sectors.

The day started off with mass Subuh prayer and Tazkirah at Utama Mohammad Salleh Mosque, followed by a cycling event divided into two categories: the 10km cycle from Pekan Bangar to Temburong Sports Complex and back to Pekan Bangar; and the 40km segment starting from Pekan Bangar to Kampong Piasau-Piasau and back to Pekan Bangar.

There was also a ‘One Village, One Product’ sale by the Mukim and village consultative councils, as well as colouring and miscellaneous games during the event.

North Korea tests newly developed high-thrust rocket engine

TOKYO, Japan (AP) – North Korea has conducted a ground test of a new type of high-thrust rocket engine that leader Kim Jong-un is calling a revolutionary breakthrough for the country’s space programme, the North’s state media said Sunday.

Kim attended Saturday’s test at the Sohae launch site, according to the Korean Central News Agency, which said the test was intended to confirm the “new type” of engine’s thrust power and gauge the reliability of its control system and structural safety.

Kim called the test “a great event of historic significance” for the country’s indigenous rocket industry, the KCNA report said.

He also said the “whole world will soon witness what eventful significance the great victory won today carries” and claimed the test marks what will be known as the “March 18 revolution” in the development of the country’s rocket industry.

The report indicated that the engine is to be used for North Korea’s space and satellite-launching programme.

North Korea is banned by the United Nations from conducting long-range missile tests, but it claims its satellite programme is for peaceful use, a claim many in the US and elsewhere believe is questionable.

North Korean officials have said that under a five-year plan, they intend to launch more Earth observation satellites and what would be the country’s first geo-stationary communications satellite – which would be a major technological advance.

Bangladesh confirms death sentence for militant leader

NEW DELHI (AP) – Bangladesh’s Supreme Court on Sunday dismissed an appeal seeking the scrapping of a death sentence for the former head of a banned militant group over a 2004 grenade attack on Britain’s then-envoy to Dhaka.

The dismissal by a three-member panel of judges means there is no more barrier to executing Mufti Hannan and two of his accomplices for the attack. Hannan was the top leader of Harkatul Jihad, which was banned by the government in 2005.

The latest judgment came in response to the appeal for a review of a December verdict that upheld a High Court rule that confirmed the death sentence.

Hannan and his accomplices are still allowed to seek presidential clemency, but it is unlikely that it would be granted.

Hannan and the two accomplices were found guilty in 2008 of orchestrating the attack against Bangladesh-born British High Commissioner Anwar Choudhury while he was visiting a popular 700-year-old Islamic shrine in the northeastern city of Sylhet in 2004.

Choudhury was unharmed, but the attack killed three police officers and wounded 70 other people.

In 2008, a trial court also sentenced two other associates of Hannan to life in prison in connection with the attack.

Hannan took the helm of Harkatul Jihad in the late 1990s. The group, formed in 1992 by Bangladeshis returning from fighting Soviet forces in Afghanistan, has been blamed for many other attacks in the Muslim-majority nation.

Hannan was also sentenced to death for another attack in 2001 that killed 10 people during a New Year’s celebration.

He remains on trial for a 2004 grenade attack that killed 24 people and targeted current Prime Minister Sheikh Hasina, who was the opposition leader at the time. Hasina narrowly escaped.

US, China seek stronger ties as N Korea hails rocket progress

BEIJING (AFP) – Chinese President Xi Jinping and US Secretary of State Rex Tillerson pledged in talks yesterday to work to strengthen a relationship strained  by disputes over North Korea and trade.

Xi met Tillerson in Beijing just hours after nuclear-armed North Korea tested the US-China relationship anew by announcing a provocative rocket engine trial, and with delicate negotiations under way for a Xi summit with President Donald Trump.

Xi told Tillerson that he and Trump had resolved in a phone call last month “to make joint efforts to advance China-US cooperation, and we believe that we can make sure the relationship will move ahead in a constructive fashion in the new era.”

“I’m confident that as long as we can do this the relationship can surely move in the right direction,” Xi said.

En route to Beijing, Tillerson visited US allies Japan and South Korea where he declared Washington would drop the “failed” approach of “strategic patience” with Pyongyang – adding that US military action against the North was possible.

That marked a sharp break with China, which favours careful diplomacy over heated rhetoric.

Relations have also been strained by China’s fierce opposition to a US missile defence system being rolled out in South Korea and Trump’s Twitter accusation on Friday that China was not doing enough to control Pyongyang, its neighbour and historic ally.

Trump has also repeatedly accused China of unfair trade practices.

But Tillerson has made nice while in Beijing.

“We know that through further dialogue we will achieve a greater understanding that will lead to a … strengthening of the ties between China and the United States and set the tone for our future relationship of cooperation,” he told Xi.

Earlier yesterday North Korean state media said the isolated regime had tested a powerful engine hailed by leader Kim Jong-Un as a “new birth” for its rocket industry, which experts view as cover for developing intercontinental ballistic missiles.

The announcement’s timing appeared intended to sour Tillerson’s China visit.

On Saturday Tillerson said after talks with his Chinese counterpart Wang Yi that tensions on the Korean peninsula had reached a “dangerous level”.

Tillerson and Wang pledged to work together to denuclearise Kim’s rogue regime, but offered no clear way forward.

Wang, however, chided Tillerson over his recent tough talk, saying “we hope all parties, including our friends from the United States, can size up the situation in a cool-headed”
fashion.

It was not clear whether Xi and Tillerson discussed North Korea.

The North’s state news agency KCNA said Kim oversaw the rocket engine test and “emphasised that the whole world will soon witness what eventful significance the great victory won today carries” — a possible veiled warning to Pyongyang’s adversaries.

Ruling party newspaper Rodong Sinmun splashed photos across its front page showing a beaming, baton-wielding Kim looking on as flames roared out of the engine.

State TV also showed Kim meeting soldiers and scientists at the site and hugging and giving a piggy-back to an aged soldier who appeared to be bursting into tears in joy.

KCNA said the new engine could be used to launch satellites, but rockets are easily repurposed to carry warheads.

North Korea is banned by the international community from pursuing nuclear and missile programmes but has defiantly ploughed ahead.

It staged its two latest nuclear tests last year and recently fired off missiles which it described as practice for an attack on US bases in Japan.

Kim said the successful engine test signified “a new birth” of North Korea’s rocket industry.

Xi met Tillerson as the two sides haggle behind closed doors over a summit with Trump, a frequent China critic.

A successful meeting could be crucial in setting the tone for the relationship between the world’s two largest economies in coming years.

Officials who spoke on condition of anonymity have told AFP that Trump has tentatively agreed to host Xi at his Mar-a-Lago resort in Florida in early April.

But they said the plan was running up against differences over North Korea, what “deliverables” can emerge, and anger over leaks about the planning.

It remained unclear whether Tillerson’s apparently cordial Beijing visit would now pave the way.

Tillerson mentioned “the opportunity for a visit in the future” but otherwise gave no further details. He left China without speaking to media.

Coverage of the low-profile trip has been complicated by the decision to travel without the usual press pack – a break with a half-century of tradition.

Instead, Tillerson angered US and foreign correspondents accredited to cover the State Department by travelling with just one journalist – from a little-known conservative publication called the Independent Journal Review.

Call for Bruneians to work hard; laws to be enforced fairly

LegCo-LogoBRUNEIANS have been urged to nurture the noble value of hard work in facing the challenges of today, to bring beneficial results for the nation and to gain the blessings of Allah the Almighty.

In his speech at the final day of the Legislative Council (LegCo) meeting yesterday, YB Pehin Orang Kaya Pendikar Alam Dato Paduka Seri Haji Hasrin bin Dato Paduka Haji Sabtu also spoke about the I-RDY (i-Ready) Apprenticeship Programme to be introduced on April 1, 2017.

The programme acts as a platform for graduates to enter the employment world (public and private sectors) and could help them become open-minded and pioneering in helping to boost the gross domestic product (GDP) growth.

He also reminded the relevant agencies not to overlook issues such as the welfare of special needs individuals, senior citizens and the destitute, which should be dealt with in a whole-of-nation approach.

He also urged for the enhancement of inclusive education as well as financial loans for senior citizens engaged in entrepreneurship. Human capacity building for the poor should also be looked into.

Meanwhile, YB Pehin Orang Kaya Putera Maharaja Dato Paduka Haji Abdul Ghani bin Pehin Datu Pekerma Dewa Dato Paduka Haji Abdul Rahim called on all government machineries to embrace work ethics such as being sincere, trustworthy and effective; and for the Brunei Act and Laws to be enforced fairly.

“The Act is laid out for the welfare of the people and the nation. This is to ensure the nation maintains the Malay Islamic Monarchy philosophy, staying sovereign and independent, and is renowned in the eyes of the world.

“What is the use if an Act is in place, but not enforced?” he asked, likening it to going to war without weapons.

Meanwhile, YB Pehin Datu Imam Dato Paduka Seri Setia Ustaz Haji Awang Abdul Hamid bin Bakal said the prudent spending plan will benefit the future generations, and that such moderate expenditure is in line with the teachings of Islam.

YB Haji Umarali bin Esung called for the full implementation of welfare assistance for new converts to reduce poverty.

He said the tourism industry could generate businesses, employment opportunities and unity among Bruneians.

All levels of society should cooperate in seeking solutions to boost the nation.

Networking between the public and private sectors should be enhanced and programmes towards this must be implemented, he said.

Sydney airline grounds 5 planes after propeller drops off

CANBERRA (AP) – Five Regional Express Airlines passenger planes had been grounded as a precaution after a near disaster in which a propeller fell off an airliner as it approached Sydney Airport, the Australian airline said on Monday.

A Saab 340 carrying 19 passengers and crew landed safely in Sydney on Friday after one its two propellers fell off over Sydney’s southwest fringe.

The Sydney-based airline, also known as Rex, said it had grounded another five of its fleet of 55 Saab 340s because their propeller gear boxes and shafts were from the same series as the defective propeller.

“This is an extremely rare event,” Rex’s Chief Operating Officer Neville Howell said in a statement.

The only recorded similar mishap occurred in 1991 when a Comair Airways plane landed safely after losing a propeller, Howell said.

An Australian Transport Safety Bureau investigation team was examining the damaged aircraft in Sydney. Investigators also want to examine the propeller for clues, but that had not been found by Monday, Rex said.

Flight 768 was flying from Albury, 500 kilometres (300 miles) southwest of Sydney, when the pilots shut down the right engine due to “abnormal indications”, Rex said.

The pilot then saw the spinning propeller assembly leave its shaft and fly over the wing without touching the plane, the airline said.

Australian Licensed Aircraft Engineers Association president Paul Cousin said those aboard the plane were “lucky in the extreme” that the propeller had not sliced into the fuselage or tail of the plane.

The Saab 340 is designed to climb, cruise and land on a single engine.

THE use of TVRO (satellite dish) will be fully stopped effective September 1, 2018 for the public, but approval will be given to establishments such as hotels, embassies as well as medical and higher institutions.

Minister of Communications YB Dato Seri Setia Awang Haji Mustappa bin Haji Sirat yesterday said this at the Legislative Council (LegCo) meeting in response to a query raised by YB Naim bin Haji Kamis on parabola service.

The minister said the TVRO regulations had been highlighted by the Ministry of Communications in a press statement issued in August 2013.

Users were required to pay a $240 annual licence fee, which was a reduction from the earlier $306 annual licence fee.

Japan and Russia hold talks on security, territorial dispute

TOKYO (AP) – The foreign and defence ministers from Japan and Russia met in Tokyo on Monday, with both sides expressing hope that discussions on joint development of islands claimed by both countries might help them move closer to resolving the territorial dispute preventing them from forging a peace treaty.

The talks are the first “two-plus-two” meeting since Russia’s annexation of Crimea from Ukraine.

The one-day meeting is largely focusing on regional security, especially how best to deal with North Korea’s launches of missiles and its nuclear programme.

Russia’s Foreign Ministry said before the talks that its envoys would raise the issue of a plan by the US and its ally South Korea to deploy a state-of-the-art missile defence system known as THAAD, which has antagonised China and Russia.

Joint efforts in fighting terrorism and drug trafficking were also on the agenda.

Japanese Foreign Minister Fumio Kishida was meeting with his Russian counterpart, Sergei Lavrov, while Japanese Defence Minister Tomomi Inada sat down for talks with Russian Defence Minister Sergei Shoigu. The four ministers will also hold joint talks on international and bilateral issues.

Japan and Russia last held “two-plus-two” talks in November 2013. Meetings were shelved after that due to the crisis in Ukraine, as Japan joined sanctions against Moscow.

The Tokyo talks are not expected to lead to a breakthrough on conflicting claims to islands north of Hokkaido – Etorofu, Kunashiri, Shikotan and the Habomai islets – that came under Russian control after Japan’s defeat in World War II.

But the countries see more room for agreement on joint development of fisheries, tourism and other areas that might help bridge the gap.

Kishida said he intended to work in a “speedy manner” to move closer toward reaching a peace treaty, especially making progress on joint economic development.

Lavrov agreed, saying at the outset of the talks that “I believe this joint development will become an important step to create an appropriate environment for resolving a peace treaty.”

Earlier, a Japanese foreign ministry official said Tokyo would raise concerns over Russia’s instalment of surface-to-ship missiles on Etorofu and other military activity elsewhere on the disputed islands, and seek an explanation from Moscow. It does not plan to push harder than that, said the official, who briefed reporters on the condition he not be named.

Japanese officials also said the talks would include work on planning a visit by Prime Minister Shinzo Abe to Moscow later this year. Logistics of visits by Japanese former residents of the disputed islands will also be addressed, they said.

THE 2017 – 2018 endowment for all ministries can help the government implement the National Development Plan, enhance socio economic status and ensure harmony of the subjects.

Speaking at the LegCo meeting yesterday, Mukim Berakas ‘B’ Penghulu YB Pengiran Haji Ali bin Pengiran Maon added that some of the biggest projects under the 11th National Development Plan that will be implemented must be those that will boost productivity and the national economy, particularly in the field of entrepreneurship, industries, fishery, public facilities and environment.

Calling it a government investment, he expressed hopes the projects would be wisely implemented to ensure their completion within a fixed period and to ensure national revenue.

He said allowing Foreign Direct Investment companies to operate in Brunei will open up more job opportunities for the locals. Some companies are already in their implementation stage.

Focus was also directed at human capacity building, on which he said a nation without high self-esteem cannot be successful.

“We should stop the attitude of depending on the government. We must always be ready and open minded to make change,” he said.

Meanwhile, Mukim Kota Batu Penghulu YB Naim bin Haji Kamis said that in view of the weak economic situation, the existing five Radio Televisyen Brunei (RTB) channels should be reduced to two.

Additionally, like many other YBs, he supported the Free Economic Zone to encourage investment in the country and to upgrade the performance value of government companies that partner with foreign investment to contribute to the national economy, especially in the non-oil and gas sector.

Expressing support for a Syariah-concept Islamic banking to help small and medium enterprises (SMEs), he also suggested that SMEs be allocated a permanent location to market their products, especially at tourist hotspots.

Mukim Gadong ‘A’ Penghulu YB Haji Tahamit bin Haji Nudin said the 13th LegCo session showed that all parties are committed to generating revenues from other sectors, without depending entirely on oil and gas.

Limau Manis Village Head YB Haji Mohimin bin Haji Johari @ Jahari suggested that focus be placed on education and enhancing skills training to meet the plans of the national vision.

He also suggested for the establishment of a national task force to deal with foreign syndicates that use Brunei licences to do business here, creation of a Religious School Fund and to build houses for new converts (through ‘Asnaf Zakat Muallaf’) who are in need.

Meanwhile, YB Pengiran Haji Mohamed bin Pengiran Haji Osman @ Othman, the Village Head of Masjid Lama Pekan Muara, Sabun and Pelumpong, said that serious attention should be given to repairing roads in Mukim Serasa and Mukim Mentiri.

He also suggested for the upgrade of roads near the flyover bridges in Kampong Mengkubau and Kampong Panchor National Housing Scheme to be implemented soon.

Minister of Home Affairs YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong said this on the final day of the Legislative Council (LegCo) meeting yesterday.

“We need to face the challenges of the financial crisis and see it as an opportunity to change. We must believe there is wisdom from Allah the Almighty behind all this.

“To me, it invites us to change our attitudes, strengthen our identity to strive harder with passion and commitment, and to not give up easily.

“History has shown that those affected by the fate of hardship will be successful in the end – if armed with passion, determination and self-confidence. Those who became ‘boat people’ were not just stranded and reliant on help, but were able to survive and become successful businessmen in the country,” he said.

This year, the LegCo discussions were held amid the various challenges facing the country, particularly the government’s fiscal position with its high deficit and the global economic uncertainty.

During a previous LegCo session, Minister at the Prime Minister’s Office and Minister of Finance II YB Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim had pointed out that as a strategic move, the financial focus for this year’s budget has been devoted to five matters covering prudent spending, increased national productivity, facilitating trade, building capacity and human capital, as well as preserving the welfare of the people.

Citing this, YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar noted that the problems and issues raised, as well as the views, reviews, recommendations and proposals highlighted at the LegCo session are in line with the strategic focus of the budget, though slightly swayed at times.

The feedback and knowledge shared are extremely valuable, and reflect LegCo members’ concern about matters of national interest, the welfare of society and its relation to the roles and responsibilities of the ministries, the minister said.

Matters raised were taken note of and will be deliberated on to determine their suitability for implementation, he added.

THE Speaker of the Legislative Council (LegCo) YB Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib yesterday urged its members to work together to actively create ways for diversifying the national economy.

In his closing statement on the final day of the LegCo meeting, the speaker said that in the effort of making the country an attractive trade and investment destination, focus should be on strategic values centred on inclusive development. Proposals such as the SME Bank will help this initiative, he said.

“People-centred programmes such as I-RDY will enable target groups to use these opportunities effectively and the problem of unemployment can be tackled to a great extent by such initiatives,” the speaker added.

The relevant ministries should work hard in implementing programmes, especially in developing manpower, in tune with the aspirations of the country to convert it into an attractive trade and investment destination.

Referring to the LegCo meeting where the members were able to receive direct responses from Cabinet Ministers, the speaker said it showed the commitment of the government in addressing the problems faced by Bruneians.

He said that considering the economic downturn the country is facing now with low oil prices, we should be thankful and optimistic about the budget.

“We should be grateful that duties on several goods have been reduced for the welfare of the people and for the Bruneians who need it most,” the speaker said.

Boosting output MPRT’s new mission

LegCo-LogoTHE Ministry of Primary Resources and Tourism (MPRT) will continue to ensure rapid growth of output from agriculture, livestock, fisheries, forestry, as well as tourism.

This was stated by YB Dato Seri Setia Awang Haji Ali bin Haji Apong, Minister of Primary Resources and Tourism, in his closing remarks on the 11th day of the 13th Legislative Council (LegCo) session at the LegCo building in Jalan Dewan Majlis yesterday.

In his speech, the minister highlighted His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s titah at the opening of this year’s Legislative Council session which called for fresh initiatives to strengthen the country’s economy.

“The decline in oil and gas output coupled with a fall in world oil prices in recent years has made a significant impact on the country’s gross domestic product (GDP). Because of this, His Majesty has reminded us all to keep working hard to diversify the country’s economy. The economic growth of our country, which has long depended on revenue from oil and gas, should be balanced by ensuring output growth in sectors, especially outside oil and gas,” he said.

On this note, the minister said that his ministry’s objective is to increase contribution of agriculture, fisheries and forestry from one per cent of the GDP in 2015 to four to five per cent by 2020.

Highlighting the efforts in reducing the dependence on government spending, especially through public-private partnership (PPP), the minister stated that the ministry is very confident that two sectors – high-technology agriculture and fisheries – will help the country increase its GDP in the next few years.

“It is hoped that these sectors will be able to generate more job opportunities in the country which is facing a high rate of unemployment.”

Touching on the tourism sector, the minister stated that the ministry constantly receives suggestions from various parties for their respective mukims and villages to be developed into tourist attractions, citing as examples Ayer Panas in Mukim Sukang, the waterfalls of Kampong Labi, the Kampong Kuala Balai area and the Anduki Recreational Park.

He also said that the ministry will continue to include destinations and products as well as activities of the mukim and village consultative councils into suitable tourism packages by taking into account tourism products and activities in nearby areas.

The minister added that in the ministry’s perseverance in assisting the advancement of mukims and villages, the ministry cannot neglect the existing main destinations such as Bandar Seri Begawan and Kampong Ayer as well as the Temburong District.

“The quality of these destinations should be constantly preserved, maintained, and strengthened so that visitors will never lose interest in visiting these places,” he added.

The minister also mentioned that the ministry will continue to develop several new destinations that are thought to have huge potential to be included in tourism packages such as beaches and recreational parks.

“To ensure success and lower the burden on the government, the ministry will continue to work on privatising public facilities at the parks,” he added.

Meanwhile, Minister of Development YB Dato Seri Setia Awang Haji Bahrin bin Abdullah in his closing speech stated that suggestions raised during the LegCo session require detailed analysis to consider the bigger picture.

“We need to consider the context and reality of the situation in our country and our surroundings as a starting point,” he said, adding that “this is the method that the Ministry of Development uses in determining the projects’ priority.”

The Minister of Religious Affairs YB Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman in his closing speech expressed his gratitude to the Legislative Council members who raised important religious matters during the session.

He said that the matters raised were sincere attempts of the LegCo members in assisting the government in improving the quality of religious services including religious education and Islamic propagation to ensure that member of the public are not confused and influenced by religious information in social media that are not in line with the religious understanding and practices in the country as well as streamlining mosque building plans and promoting youths to work for the advancement of mosques.

17 FDI firms create 1,321 jobs

LegCo-LogoTHE government has managed to attract foreign investors to the country, and will continue striving to provide an ecosystem conducive to making Brunei Darussalam an attractive foreign direct investment (FDI) destination, in an effort to diversify the national economy, said YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, Minister of Home Affairs.

In his wrap-up speech on the 11th day of the 13th Legislative Council session yesterday, the minister said it is undeniable that the presence of FDI companies has contributed to national economic growth. At present, 17 foreign companies are operating in the country, providing employment to 1,321 local workers – or 58 per cent of the total number of employees under their hire, he said.

In fact, many foreign companies hire more local employees compared to foreign workers. Examples of such companies include Brunei Methanol Company Sdn Bhd (BMC), with 203 locals under hire compared to 26 foreign workers; Simphor Pharma, with 63 per cent local employees; Beibu Ports Maintenance, 80 per cent local staff; and HLDS, with 66 per cent local employees, the minister said.

However, in certain sectors, the proportion of foreign workers is slightly higher, as in the case of Hengyi Industries Sdn Bhd, where 52 per cent (328 people) of employees are locals, and the Temburong Bridge Project with 42 per cent locals (151 people).

Meanwhile, in other employment sectors, there still exists a high proportion of migrant workers. Based on the Employers and Employees 2015 Census, across 19 job categories, 82,739 foreign workers were hired. This is broken down as follows: Agriculture (64 per cent); forestry and fisheries (78 per cent); manufacturing (79 per cent); construction (87 per cent); and activities providing shelter and food (70 per cent).

This indicates that, within certain areas, Brunei still lacks a sufficiently skilled and experienced workforce. Therefore, the contribution from foreign workers to perform the necessary work to make our country more competitive is still needed, the minister said.

There is an obvious need for the local workforce to fill this void through continuous training and coaching, to hone their skills and experience in line with the Bruneisation programme – a strategic focus to increase the capacity and human capital of Bruneians.

YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar added that in recognising this, the government has taken steps to create several programmes and initiatives to ensure a threshold level of skills and competencies is attained by workers within certain sectors. These include the introduction of the Industrial Competency Framework and skills training programmes conducted through educational and training institutions.

“Apprenticeship programmes like i-Ready will provide valuable work experience to graduates, and improve their abilities and marketability, to reduce the likelihood of job ‘mismatching’. We hope that such opportunities will be utilised properly by graduates for their own good and to increase their own capacities,” the minister added.

LegCo-LogoDEVELOPING human resources and promoting micro, small and medium enterprises (MSMEs) based on the principles of the Malay Islamic Monarchy (MIB) are crucial to surviving the current economic downturn, said YB Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, the Minister of Energy and Industry at the Prime Minister’s Office, in his closing speech yesterday at the 13th Legislative Council (LegCo) session.

The minister highlighted the various efforts made by the Brunei Government to accommodate local MSMEs, including the recent refurbishments made to the Pasar Pelbagai Barangan Gadong and the Tamu Kianggeh, due to the direct intervention of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam through His Majesty’s Office.

He cited the significant role played by DARe (Darussalam Entreprise) in building capacity and promoting entrepreneurs, but said that access to financial help is not a comprehensive solution.

“Since 1999, the government has been offering financial help to local vendors,” he said, adding that “a total of B$142.3 million was lent to 654 vendors and as of 2017, B$45.8 million of those loans has not been repaid.”

YB Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin also stated that improving ‘ease of doing business’ is a major step required to encourage business development in Brunei.

“Under the leadership of His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office, and Chairman and Sponsor of the PENGGERAK Steering Committee, the state has been experiencing congenial business climate due to ‘ease of doing business’,” he said.

Highlighting the need to further develop the country’s human resources, the minister said, “Under the leadership of His Royal Highness, the Manpower Planning Council has successfully established the Brunei Job Centre which will facilitate the job search process, as well as the upcoming Apprenticeship Programme, i-Ready, with the objective of helping graduates to find jobs and improve on their skills to be industry-ready.”

The minister also disclosed four new programmes that have been allocated under the 11th National Development Plan (RKN11): ‘Learn and Grow’, which includes the Industry Competency Framework and Skills Accreditation; ‘Growth for Excellence’, which involves professional certification and the programme placement industry; ‘Up-Skilling and Re-Skilling’, for local jobseekers in mid-career; and ‘Training Grants’ to finance courses for company employees, providing opportunities for local youths to improve their competence, skills and ability as well as their placement in the private sector.

Writers urged to do more as Brunei marks World Poetry Day

LOCAL writers and poets should produce more creative and non-creative works, said the Acting Deputy Director of the Language and Literature Bureau (DBP) Suip bin Haji Abdul Wahab. The pages of magazines published by the bureau have been filled with their work, he added.

The acting deputy director also urged local young writers to submit their works to the bureau.

He made these comments at the Pantaran Sastera event titled ‘Santai Puisi’, hosted by DBP to celebrate World Poetry Day with local poets and writers at the Balai Sarmayuda of DBP in Berakas, yesterday.

“This year the Jurnal Biraga and Mekar will celebrate their 50th anniversary. The celebration for 50 years of Jurnal Biraga will be held in May 2017, with various side events including the Malay Culture Seminar. Meanwhile, the Mekar celebration will be held in November this year. Let’s come together to make these events a success,” the acting deputy director said in his welcoming remarks.

The event continued with poetry performances by local poets. Among them were Haji Mohd Daud bin Haji Metarsat, Haji Mohd Firdaus bin Orang Kaya Kaya Haji Nordin and Maimon Abu Bakar, as well as poetry groups such as the Performance Arts Club from the Meragang Sixth Form Centre and the Putra Seni Group.

The World Poetry Day is a celebration of the reading, writing and poetry publications all over the world, marked every March 21, a date established by UNESCO.

Indian court gives Ganges, Yamuna same rights as a human

NEW DELHI (AP) – A court in the northern Indian state of Uttarakhand has granted the same legal rights as a human to the Ganges and Yamuna rivers, considered sacred by nearly a billion Indians.

The Uttarakhand High Court ruled Monday that the two rivers be accorded the status of living human entities, meaning that if anyone harms or pollutes the rivers, the law would view it as no different from harming a person.

The judges cited the example of New Zealand’s Whanganui River, revered by the indigenous Maori people, which was declared a living entity with full legal rights by the New Zealand government last week.

The court in the Himalayan hill-resort town of Nainital appointed three officials to act as legal custodians responsible for conserving and protecting the rivers and their tributaries.

Judges Rajeev Sharma and Alok Singh said the Ganges and Yamuna rivers and their tributaries be declared “legal and living entities having the status of a legal person with all corresponding rights, duties and liabilities.”

The case came up in court after officials complained that the governments of Uttarakhand and neighbouring Uttar Pradesh states were not cooperating with federal government efforts to set up a panel to protect the Ganges.

The court ordered that the Ganga Management Board be set up and begin working within three months.

Environment activists say many rivers across India have become dirtier as the country’s economy develops, with city sewage, farming pesticides and industrial effluents freely flowing into waterways despite laws against polluting.
