A THOROUGH understanding of the concepts of Malay Islamic Monarchy (MIB) and Zikir Nation is a must especially among civil servants who hold the responsibility of implementing policies and programmes for nation building.

This was highlighted at the Strategic Planning and Preparation Course recently organised by the Civil Service Institute and conducted by PPP Ilmu Alim, a local management consultancy firm.

The failure to understand and appreciate these basic concepts, especially in strategic- and scenario-planning, will lead to shortcomings in the implementation of national development policies, it was shared at the course.

The paradigms, values and code of ethics of MIB and Zikir Nation concepts are obligatory fundamentals that must be strengthened in all aspects of national life. Among the first steps is to incorporate MIB and the Zikir Nation concepts in the process of strategic- and scenario-planning, it was highlighted.

This fact was acknowledged by the participants of the two-day management training programme entitled ‘Strategic and Scenario Planning’.

The workshop participants reached a consensus that while planning, an organisation needs to adapt to every spiritual environment and political and social development in Brunei, which has made the concepts of MIB and Zikir Nation a way of life.

At the workshop, PPP Ilmu Alim successfully introduced a training module that incorporated the concepts of Zikir Nation and MIB with conventional management concepts.

Dato Paduka Malai Haji Ali bin Malai Haji Othman, the programme facilitator noted the Zikir concept and elements of management and good governance found in the MIB principle also apply to the concept of strategic planning and the preparation of the conventional scenario.

“This is an environment-friendly political and social approach to spirituality. Therefore it should be practised by civil servants who are entrusted with the responsibility of providing planning and action plans for the development of a project or programme,” he added.
