Students share experiences on UBD, Hengyi scholarship programme

SINCE signing up its first intake of students in 2014, Hengyi Industries Sdn Bhd has gone on to offer scholarships to four batches of students from Universiti Brunei Darussalam (UBD), totalling 58 participants.

The joint Chemical and Process Engineering Scholarship Programme by UBD and Zhejiang University (ZJU) of the People’s Republic of China is fully funded by Hengyi Industries Sdn Bhd.

The fourth and most recent batch of 14 students signed their agreements in February 2017.

Hengyi Industries established the joint Chemical and Process Engineering Scholarship Programme with UBD and Zhejiang University to sponsor students to undertake the later part of their academic studies and industrial training at Zhejiang University for one and a half years.

The programme includes placement in a petrochemical plant in China where students gain first-hand experience in a real life operational refinery environment. Upon completion of the programme, the students are offered employment at Hengyi Industries Sdn Bhd.

Four of the participants shared their experience and spoke on what it is like to be a scholar under the programme.

Industrial Practice Test: Muhammad Adib bin Idris

One scholar who has completed the programme and is currently employed by the company is Muhammad Adib bin Idris, who was awarded the scholarship in February 2014.

Recounting how it all began, he said, “After finishing our first year, we had to undergo a test, followed by an interview with Hengyi Industries Sdn Bhd, UBD and also Zhejiang University staff. Getting the scholarship wasn’t the end goal as we still had to maintain good CGPAs throughout the whole four years of study.”

On what he learned as part of the programme, he said, “Chemical engineering in general is broad, but the programme is tailored towards oil refinery and petrochemical industries. So everything we learned is related to these specific industries with a mix of Mandarin classes.

“The best part of the programme for me is the Industrial Practice in China where we got to experience working in a plant in day and night shifts during our third year. It has given me a better idea of the working culture and a better understanding of what we had learned at that time, where theory was put into practice.”

He highlighted that Hengyi had been very supportive during the course. “We kept in touch with the staff in Brunei and China while studying, especially during our stay in China. They have given us good hospitality and guidance when needed. Accommodation was provided on top of a monthly allowance.”

He added that he is looking forward to training that has been arranged by the company that will be conducted soon.

A fruitful journey: Magdalene Tan

Another graduate of the programme is Magdalene Tan, who is currently part of the Hengyi team as an Operator Trainee.

Recounting the selection process, she shared, “During the commencement of the programme, there were various steps we had to undergo to acquire the scholarship that was offered.

“First, was an introduction from our sponsored company, Hengyi Industries Sdn Bhd and UBD on the programme itself. A few months later, we took a written exam that was followed by a group interview with a panel of judges. The final joint decision was made by the committees from UBD, ZJU and Hengyi. In early 2014, the chosen candidates were officially contracted and as agreed, we continued our studies for a year and a half at Zhejiang University (ZJU), China.

“Although the course was different than expected, I am grateful to be part of the first few chosen candidates who have the opportunity to be part of the Chemical and Process Engineering scholarship programme.”

On her experience being part of the programme, she said, “The whole programme has definitely been a fruitful journey. Together with the other candidates, we gained valuable life experiences throughout the internships, seminars, study abroad programmes, trainings, on-site visits as well as learning and practising Mandarin in Mainland China. It had been a bittersweet experience, but my colleagues and I are thankful for this fruitful journey as opportunities such as this, rarely comes by.

“One main highlight is the opportunity to experience a gruelling 15-weeks industrial training in China National Offshore Oil Corporation (CNOOC), which is one of the largest offshore oil and gas producer in China and also an enriching internship programme in Hengyi’s headquarters in China,” she continued.

“As part of the requirements for the programme, we were not only exposed to the process flow of the petroche-mical refinery but we also had the opportunity to gain an insight after exposure to the various technologies in the control room and on-sites. This whole experience is indeed a golden opportunity especially working in a foreign environment to acquire both technical and non-technical skills.”

On what she learned as part of the programme, “Teamwork is essential in our industry. The voice of the individuals plays an important role in important decision related matters. Our collective voice is part of this joint agreement with Mainland China as it affects the future pathway in this newly formed industry in Brunei Darussalam.

“To sum up, we acquired both technical (in terms of learning the various plant operations, Process Flow Diagrams, Process Instrumentation Diagrams of various process units) and non-technical skills.

“Hengyi Industries provided invaluable skills and experiences to prepare us for the future of its industry in Brunei Darussalam,” she added. “Our supervisors have also been a great source of practical knowledge and support from the very beginning. They deserve the credit for bringing the opportunity of excellent learning and exposure. With that, we are very grateful to Hengyi Industries and our colleagues for this chance.”

On her plans for the future, she said, “As agreed in the beginning of this scholarship programme, we have the opportunity to continue our journey by working for Hengyi Industries in its various departments. I am hoping this will give me a stronger background for my career. With the near completion of the projects, I look forward to giving my support in making a difference and opening new opportunities for our locals as we progress further.”

Heightened Work Responsibilities: Yap Ai Hui

Yap Ai Hui is currently in her final semester at UBD, and is interning at Hengyi Industries, which is the last stage of the programme for her.

“With this being my first internship in Brunei, the task that was assigned to me has heightened my work responsibility, communication skills as well as understanding the importance of each department.”

Recounting when she was selected for the programme, she shared that upon being chosen, she felt honoured and lucky to be part of this scholarship programme, which she called a golden opportunity.

On what the course has taught her, she said, “I have been learning the theory of basic foundation of engineering, the general process units of chemical engineering, and most importantly, health, safety and environment (HSE) which is crucial when working in a petrochemical plant. Besides that, during internship at Hengyi Headquarters, we got to learn from the engineers, who are in charge of the Pulau Muara Besar (PMB) project in Brunei.

“The programme has exposed us to different aspects, in terms of both cultural and learning experiences,” he continued. “Mandarin language classes were part of the programme to teach us chemical engineering related terms in Mandarin, which greatly eased our understanding during internship in China.

“Apart from studying at Zhejiang University, we also had the opportunity to undergo internship at Hengyi Headquarters. Another valuable practice was to gain first-hand experience by interning in a real life operational refinery plant, which no student could have gotten by just staying in university attending lectures.”

On the support Hengyi provided during the course, she said, “Hengyi Industries provided us full sponsorship for both overseas study and internship in China, including a monthly allowance, insurance, tuition and accommodation fees. We also had support and guidance from the programme coordinator upon arrival to help us settle down and handled different documentations required for international students.”

Great and Beneficial: Muna Fatinah binti Haji Jofri

Muna Fatinah is a scholar who joined the programme as part of the second intake and will be completing it this year in June.

On the selection process, she shared, “All throughout the semesters in UBD, I had to maintain a high CGPA and had to study hard for the test that would be given to us by Zhejiang University so as to be granted the scholarship. Moreover, we also had to go through an interview by Hengyi. After the process, Alhamdulillah I was chosen and I was extremely grateful, as this programme not only will enable me to find a work, but also enables me to gather more experience before entering the field.”

She shared that being a Hengyi scholar has been “great and beneficial”, and noted that she has been “lucky enough to be exposed to the working environment earlier than most.

“By undertaking the programme, I have been able to gain industry knowledge that cannot be learned anywhere else and I have also been able to develop my own interpersonal skills that are needed to work effectively with others and improve my critical thinking as well as my written and oral communication skills.

“One of the highlights of my experience in this programme was being able to live in China for more than a year in which I was able to experience the cultural differences.

“Even though there was a language barrier between the locals and a tad of difficulty in finding Halal food, overall it creates wonderful memories. In addition, to be able to experience how an actual plant operates was also one of the highlights of the experience.”

All systems go for Shell Eco-marathon Asia 2017

FOUR local teams will be representing Brunei Darussalam at the Shell Eco-marathon Asia in Singapore from March 15 – 19.

Set to be held at the Changi Exhibition Centre, the Shell Eco-marathon is a competition for students who are passionate about developing innovative mobility solutions. It challenges engineering, design, science and technology students to design, build and drive the world’s most energy-efficient vehicle.

Shell Eco-marathon is a visible demonstration of Shell’s commitment to help the world meet its growing energy needs in a responsible way by working together with students, partners and other stakeholders.

This will be Brunei’s seventh year participating in the Asia leg of the unique competition.

The four Brunei teams comprise 24 students from Universiti Brunei Darussalam (UBD), Universiti Teknologi Brunei (UTB), Politeknik Brunei and Institute of Brunei Technical Education (IBTE).

Brunei’s participation in the event is supported by Brunei Shell Petroleum in collaboration with the Ministry of Education through the IBTE, UBD and UTB.

They will be competing with 120 other teams from Asia, including some from the Middle East and Australia.

The Brunei team will be participating in two categories: Prototype – Futuristic and highly aerodynamic vehicles, and Urban Concept: Highly economical and innovative vehicles that resemble today’s cars.

UBD will be involved in the Prototype Battery-Electric category with its vehicle ‘GenNovative’35,’ whose bodywork is inspired by the Porsche 911 Carrera S’s aerodynamic shape and Lexus LC’s front bumper to ensure stability and reduce drag.

Coming from a multi-disciplinary background, the UBD team ‘GenNextPejuang’ was able to successfully build the car from concept to production in just six months.

UTB will be bringing the ‘Pahlawan III,’ which is an incarnation of the vehicle featured in last year’s event held in Manila. The team, ‘UTB ERT17,’ comprises five handpicked BDTVEC Higher National Diploma Mechanical Engineering students specialising in technical, mechanical and electrical subjects.

Seasoned participant IBTE’s ‘Protocol Alpha’ team will be competing with its diesel-powered vehicle ‘Karipincha.’ Previously under IBTE Mechanical Campus, the team will be competing in the event for the seventh time.

Meanwhile, first-timer Politeknik Brunei will be competing in the Prototype Battery-Electric category, with a vehicle named ‘Yakin.’

Their first representatives are from the School of Science and Engineering, aptly named as ‘Politeknik Brunei SSE team,’ comprising seven Diploma students (Level 5 – Electrical Engineering, Mechanical Engineering and Petroleum Engineering).

Entering its eighth year, Shell Eco-marathon Asia will for the first time be hosted in Singapore.

The event will also see the introduction of the inaugural Drivers’ World Championship Asia, an exciting race format in which the best Asian teams will vie for a place in the Drivers’ World Championship Grand Final in London in 2017, competing in an exciting head-to-head race to see whose is the most energy-efficient.

The event will be held during the Make the Future Singapore Festival, an inaugural Asian edition of Shell’s global Make the Future Festivals of ideas and innovation.

This free-of-charge public festival will feature bright energy ideas and solutions to address the global energy challenge – to generate more energy, while producing less CO2 emissions.

THE Department of Mosque Affairs in cooperation with mosque takmir committee members, conducted a Jamak and Qasar prayers workshop for Muslim women at Mohammad Jamalul Alam Mosque, Kuala Belait on March 9.

The workshop was conducted by Haji Haslan bin Haji Shahbudin, Mosque Affairs Officer of the Belait District.

The workshop’s aim is to increase the understanding of the importance of prayer as well as the laws that governs Jamak and Qasar. The workshop also provides guidance through practical prayer, to provide opportunities for the attendees to express any concerns about their practices regarding Jamak and Qasar.

Japanese students in Brunei for JENESYS 2016

TWENTY-two senior high school students from Japan are in Brunei on a week-long visit.

The youths from Yamaguchi Prefectural Shimonoseki Nish Senior High School are here as part of JENESYS 2016.

The delegation are here to make presentations and performances to Bruneian high school students, youths and locals in an exchange programme launched by the Japanese Government to promote understanding of Japan among overseas youths.

The delegate who arrived on Wednesday will be in Brunei until March 14.

The programme is aimed to disseminate politics, society, history and diplomatic policy of Japan to Bruneians and promote better understanding of the true image of Japan and its attractive features to be able to create mutual trust and understanding between the two peoples as well as further strengthening ties between Japan and Brunei Darussalam.

The delegation paid a courtesy call at the Embassy of Japan in Brunei Darussalam yesterday. An exchange programme is scheduled at the Sayyidina Hasan Secondary School in Kilanas today while visits to Kampong Ayer, Royal Regalia Building, royal palace, mosques, commercial facilities and other places are also planned.

The delegation will visit Pengiran Muda Al-Muhtadee Billah College (Maktab Duli) in Gadong today for another exchange programme followed by a home stay with Bruneian host families on March 12.

The youths will tour the Seria oilfield area on March 13 and will have a final reporting session the next day at The Centrepoint Hotel before departure the same day.

MKM hosts legal talk on polygamy, spousal rights

THE Brunei Council on Social Welfare (MKM) and Yusof Halim & Partners (YHP) co-hosted another talk on Islamic legal matters yesterday, at the Lecture Hall of the Hassanal Bolkiah National Stadium in Berakas.

The talk revolved around the institution of polygamy in Islam, as presented by Mohammad Shahray bin Zulkifli.

Mohammad Shahray gave an assessment of polygamy in pre-Islamic Arab society and the system of plural marriages in communities outside of Brunei.

He said that Islam enjoins men to treat their wives as equals, while also placing limits on the number of spouses they may have at one time.

The audience also learned that under Brunei law, no man can marry another woman without first obtaining his wife’s approval on the marriage form provided by the Syariah Court.

Other topics were also discussed, including practising polygamy without the consent of the Syariah Court and the husband’s rights within such relationships.

18 RBAF officers promoted to new ranks

BY THE consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Minister of Defence, and the Supreme Commander of the Royal Brunei Armed Forces (RBAF), 18 officers were promoted to new ranks in a ceremony which took place yesterday at the Bolkiah Garrison.

The officers were presented with their respective insignia by Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, the Commander of the RBAF, who presided over the event.

During the ceremony, two senior officers were promoted to the rank of Colonel: 304 Lieutenant Colonel Zahrin bin Haji Zunaidi, Director of the Performance Optimisation Centre; and 308 Lieutenant Colonel Saiful Akhmar bin Mohammad Shariff, Commandant of the RBAF Defence Academy.

Get ready to join I-RDY

UNDER the ambitious I-RDY (i-Ready) Apprenticeship Programme, the government will provide a monthly allowance of B$800 to selected graduates for a maximum period of three years.

I-RDY, which will be effective as of April 1, 2017, aims to give graduates the opportunity to gain experience and skills in a real working environment and enhance their marketability and employability. It is a three-year apprenticeship programme that acts as a platform to expose graduates to various industries in both the public and private sectors.

According to information from the Manpower Policy and Planning Unit (MPPU), Energy and Industry Department at the Prime Minister’s Office (EIDPMO), throughout the three years, apprentices will be coached and mentored to ensure their development meets industry needs and their capability development will be monitored regularly.

Host organisations are given the option to permanently employ apprentices at any time.

The programme will provide apprentices with a monthly allowance and they are required to join the Employees Trust Fund (TAP) and Supplemental Contributory Pension (SCP) schemes, in which the apprentices will make contributions in accordance with the TAP Act and SCP Order.

Under the programme, the government will provide a monthly allowance of $800 for a maximum period of three years.

I-RDY carries the objectives of providing opportunities for graduates to gain skills and experience in a real working environment, as well as to provide authentic learning opportunities and on-the-job training.

The programme is also aimed at increasing graduates’ marketability and employability. At the same time, it can benefit the host organisation in terms of succession planning of upcoming retirees in the next three years.

In terms of eligibility, those who wish to apply for the I-RDY Apprenticeship Programme must be citizens or permanent residents of Brunei Darussalam, and must be graduates (degree and above) who are registered at JobCentre Brunei (JCB) and who have little to no working experience and are currently unemployed. There is no age limit.

Apprenticeship slots will be advertised via JCB, and applicants must ensure they are registered as jobseekers at JCB with a complete profile.

All applications will be screened, and shortlisted candidates will be interviewed for final selection.

Meanwhile, the application process for companies is as follows. First, companies need to register at JCB.

They then have to submit their employment requirements to the MPPU along with necessary documents such as job title, number of slots available and job description.

Apprenticeship vacancies will then be posted on JCB, after which companies will shortlist candidates who have applied for the I-RDY positions.

Shortlisted candidates will be interviewed by a panel consisting of the host company’s members and a JCB representative, and successful candidates will be offered an apprenticeship contract.

Apprentice assessment will be carried out both pre-assignment and during assignment.

In pre-assignment, companies screen all applications and shortlist candidates, before apprentice interviews are conducted using the selected attributes and structured interview assessments as provided by MPPU.

Apprentice contracts are prepared using a template provided by the MPPU, once a successful apprentice has been identified.

During assignment, companies are to develop clear tasks and targets for the apprentices as well as a structured development programme for them.

They will also need to assign a coach and/or mentor to the apprentice, while also completing a progress report every six months, which is to be shared with the MPPU.

Apprenticeship opportunities will be available for all sectors throughout the year and advertised via JCB.

MPPU will make available a methodology template and process for the perusal of host companies.

At any time during the three-year duration, the apprentice may be assessed for permanent employment.

The host company has the first right of employing its apprentice.

Upon successful assessment and being offered permanent employment, apprentices will not be subjected to further probationary period, as the programme will have already served this purpose.

JCB has already begun conducting briefings for graduate jobseekers and companies alike to inform them about what the I-RDY programme entails and the opportunities it presents.

Ministry will consider exempting CHMS from yearly property tax: Minister

THE Ministry of Education (MoE) will look into the possibilities of exempting Chung Hwa Middle School (CHMS), Bandar Seri Begawan, from the payment of the yearly $25,100 property tax because the school is a non-profit organisation and only uses the collection of school fees for school expenses.

This was revealed by YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, the Minister of Home Affairs, on the fifth day of the 13th Legislative Council (LegCo) session yesterday.

He was replying to a request made by YB Ong Tiong Oh on Thursday.

YB Ong Tiong Oh pointed out that the school has to take a number of initiatives to obtain financial resources, including donations from the public as well as members of the board voluntarily.

YB Ong Tiong Oh who is also the CHMS chairman, added that to address the financial burden, the school was forced to raise its school fees from January 2016 which caused a huge drop in the student population, from 3,046 to 2,539 students.

He said the number continues to decline adding that the school currently has 2,416 students.

The Minister of Home Affairs in response to the request said, “According to the Municipal Boards Act, Chapter 57 of the Laws of Brunei, the request can be considered if it fulfils the condition in Section 13 where all buildings are used exclusively for public schools or for charitable purposes.”

The minister added, “The ministry will review the request of the CHMS board and students considering that the school is as an education institution.”

THE Ministry of Education (MoE) will build primary or secondary schools in areas when there is a requirement to accommodate students in these areas.

This was said by YB Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, the Minister of Education at the 13th Legislative Council (LegCo) session yesterday.

He was responding to a sugges-tion by YB Pengiran Haji Mohamed bin Pengiran Haji Osman @ Othman, Village Head of Kampong Masjid Lama Pekan Muara, Sabun and Pelumpong, that an allocation be made to build schools in Kampong Meragang and Kampong Panchor Mengkubau. He also queried whether construction of schools in these areas are being planned.

“According to a research by the Ministry of Education on the Kampong Meragang and Kampong Panchor Mengkubau housing areas, there is no need for new primary schools as schools in the surrounding areas can still accommodate students living in Kampong Meragang and Kam-pong Panchor Mengkubau housing areas.

“There is also no difficulty in travelling to surrounding schools from these areas,” the minister said.

“However, this requirement is studied from time to time for future plans, and if there is a need due to the growing population in the area, we will then build schools at Kampong Meragang and Kamp-ong Panchor Mengkubau housing areas. The sites to build schools are ready but the need to build schools has not come up,” he said.

THREE conservationists and environmentalists yesterday emphasised the need for younger generations to voice their ideas as sustainability issues appear to have fallen behind, to create a better future.

Speaking at the 13th International School Brunei (ISB) Borneo Global Issues Conference at the International Convention Centre yesterday, Kenny Peavy, who is an American author, explorer and eco-activist, urged students to go outside and explore.

“No matter what your skills and talents are, you can do something to make a difference,” he said as the keynote speaker.

“My fondness to music helps conserve the environment where I started a programme relating to music and the environment to raise awareness on endangered species in Southeast Asia. There is no overnight success. It takes a very long time. Whatever your talent, skills and interest, make sure you use them to address something for common goals,” he said.

Peavy rode a bamboo bike across Southeast Asia to raise awareness for sustainability in the region and paddled around Phuket, Thailand in a kayak with the Green Paddlers to teach people about marine conservation issues in the region.

Meanwhile another keynote speaker, Dr Wong Siew Te, the founder and CEO of the Bornean Sun Bear Conservation Centre said Borneo is home to 15,000 species of flowering plants, 3,000 species of trees of which 267 species are dipterocarp, 221 species of terrestrial mammals, 420 species of resident birds, 440 freshwater fish (about the same as Sumatra and Java combined) and 100,000 species of invertebrates (including insects).

He also stressed on seeking alternatives, citing examples that instead of cutting down natural forests, fast growing species like Acasia could be used for consumption.

“We have to support sustainable palm oil as much as possible. We have to use less resources, recycle as must as possible and value food and not waste our food.”

Karan Jerath, 19, UN Global Young Leader and inventor said if we want to help change the world, “it does not matter how old you are or where you came from, and how much you know, as long as you allow your idea to become a reality.”

He said that those attending the conference prove they care for the planet and action must be taken.

“You are not too young to lead the future. You need to be resilient and persistent in your endeavour. Dare to achieve the unimaginable and challenge the existence of norms and do not shy away from obstacles or limit yourself but instead receive with confidence and go forward with your ideas,” he said.

“Your ideas will be world-changing. Obstacles might appear and there may be times that you may not succeed. But you will come back stronger,” Jerath said.

Teacher-student bond at STPRI charity run

TEACHERS and students of the Raja Isteri Girls High School (STPRI) were seen eagerly jogging and running along the road of the Hassanal Bolkiah National Stadium in Berakas yesterday morning for the school’s inter-house charity run, ‘Larian Usaha STPRI 2017’.

The run was meant as a school teachers-students bonding exercise, and to instil the spirit of camaraderie and teamwork between members of each house. It was also aimed at improving the students’ physical fitness and raise awareness among them of the importance of healthy living.

Mohd Sukri bin Haji Marzuki, guest of honour at the event and Chairman of the school’s Parent-Teacher Association, added that the run was held as part of the school’s and PTA’s initiatives in upholding the country’s vision of working together towards realising a healthy nation.

He also pointed out that money raised from the run will go into the school’s funds kitty – to be used to buy school equipment and ensure the proper running of the school, as well as the Pusat Ehsan Al-Ameerah Al-Hajjah Maryam.

The school’s principal, Hajah Susilawati binti Dato Paduka Haji Muhammad, and other staff members were also present at the event.

Yesterday’s run began with the mass singing of the national anthem “Allah Peliharakan Sultan” and the school’s song.

A warm up session led by students of the Aerobics Club followed, before the sounding of the air horn by the guest of honour signalled the start of the run.

The students, representing their school houses, namely Amber, Jade, Ruby and Sapphire, then began running out from the track of the Belapan Track and Field into the main road encircling the Hassanal Bolkiah National Stadium, completing the circuit before heading back to their original starting position.

At the end of the run, the guest of honour visited the car boot sales at the stadium, before a prize presentation ceremony – prizes were awarded to the individual runners and houses based on their performances during the run – tied up the day’s activities.

Tutong’s untapped socio-economic potential highlighted

THE Tutong District offers a number of potential tourism products that are still underdeveloped and need more attention as its potential can bring a lot of socio-economic benefits to the local community in the district, Legislative Council (LegCo) member YB Haji Abdul Wahab bin Apong said yesterday.

During the ongoing 13th LegCo session that deliberated on the topic of the Ministry of Primary Resources and Tourism (MPRT)’s budget yesterday, the LegCo member who is also Penghulu of Mukim Tanjong Maya, Tutong District shared some of the potential to develop the district’s eco tourism given the beauty of its nature in its waterfalls, rivers and recreational parks that has attracted tourists from many countries, although not in big numbers.

He cited one eco-tourism product in his district that is gaining popularity, which is home-stays at different ethnic residences of the district, allowing tourists to experience the life of the different tribes.

In Sungai Basong, Tutong, he mentioned that the ethnic homes of different tribes need attention and its areas need to be expanded to allow tourists to witness their routine and cultural activities.

He later suggested for the Tutong District to be the centre of cultural homes for the country, to demonstrate to tourists the uniqueness of the different ways of life of ethnic tribes in Brunei.

Minister of Primary Resources and Tourism YB Dato Seri Setia Awang Haji Ali bin Haji Apong in his reply said they are aware of the potential of many areas in the Tutong District such as the Sungai Basong Recreational Park, Seri Kenangan Beach and even Pekan Tutong that can be further developed as a good tourism destination but he said they have to focus on developing existing areas under their priority first before going to the next one. “We need to look into these areas and avoid being too hyped in developing all of these places at one time, but instead we should focus on one area first and then expand from there,” he added.

The minister said destinations in Kampong Tanjong Maya, Kampong Lamunin and Kampong Bintudoh already offer community activities that can be offered as a package. He also mentioned that although some of the attractions in the Tutong District are not under the MPRT’s jurisdiction, they are constantly working together with the other ministries in offering the places to investors to manage and maintain and also develop the places into tourism destinations. “These efforts, including offering these places as a venue for bazaars and other activities to promote the local culture have already been implemented,” he shared.

The minister said the local community’s involvement and initiative in making their tourism products acknowledged is also needed, and should not just depend on the government.

He cited an example in the Temburong District where he said its food products, such as the Cendol Temburong, Wajid Temburong and Bamboo Chicken are already identical with the district and said other districts can also make their District’s unique products more known.

Special needs students prove academic success

SPECIAL needs students have proven their academic talents by achieving good results in several public examinations last year, thanks to the government’s inclusive education initiatives.

This was underscored by Minister of Education, YB Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman yesterday in response to YB Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman’s query on the effectiveness of inclusive education measured by quality not by quantity at the 13th Legislative Council session yesterday.

Of the 335 Year 6 pupils sat the Primary School Assessment (PSR) examination, 84 pupils passed the core subject including Mathematics, Science, English Language and Malay Language.

This was same with 41 special needs Year 6 pupils under the access arrangement, where eight pupils passed the core subject during the PSR examination.

Meanwhile, the Minister added that in the BGCE ‘O’ Level examination 2016, of the 28 special needs students who sat the exam, nine of them scored five to nine credits, while five out of 11 students who sat the BGCE ‘A’ Level examination scored between two to four As.

Ten special needs students are currently pursuing studies in the post-secondary education while 28 pursue studies at higher learning institutions in the country.

The minister noted that the Special Education Unit will continue to accommodate and assist special needs students enabling them to follow mainstream education.

An eye on zero food wastage at schools

RESEARCH conducted by the Ministry of Education (MoE) shows that food wastage is still being recorded at schools, with the probable cause being that the food items are not favoured by students.

Minister of Education YB Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman yesterday pointed this out during the Legislative Council (LegCo) meeting, in response to a question earlier raised by YB Khairunnisa binti Haji Ash’ari with regards to food wastage at schools.

The drink selection incorporated into the Food and Beverage Scheme for primary schools introduced on January 1, 2016 was to replace the hot drinks and carton drinks – based on recommendations from the Ministry of Health. These are accepted and well-liked by the students, he said.

The beverage supplies are based on research on the popularity of certain drinks with regards to taste and general acceptance by the students. The less-liked drinks will not be endorsed for further supplies, he said.

Food and drink monitoring will continue at schools to reduce wastage.

During an earlier LegCo session, YB Khairunnisa also raised the hot-topic issue in which some teachers are burdened by the lack of time to increase teaching quality or be able to enjoy proper family time.

In response, the minister pointed out that the tasks presented to teachers are based on two guidelines: Teaching and non-teaching responsibilities.

These two guidelines stipulate that teachers are tasked with teaching for 28-30 time periods in a school week. It is mandatory for all schools to abide by these regulations, he said.

Compiled data on the teaching duration of a teacher showed only a small number of teachers clocking in a 30-hour period or more in a week – with a ratio of only 1.7 per cent or 107 teachers at government primary and secondary schools.

These teachers are not given any administrative tasks, only teaching responsibilities, the minister explained.

The current situation whereby teachers work for more than 30 hours a week will continue to be improved based on the existing guidelines, he said.

Additionally, the intake of new teachers will certainly help reduce the burden, he said.

Through the Department of Schools, the MoE will assign placement of new teachers after their April 2017 graduation. This process will improve the situation of the affected teachers, the minister said.

Efforts are ongoing to select senior teachers for administrative tasks such as Health, Safety, Security and Environment (HSSE); student affairs and teachers-parents relations.

This system will be implemented at primary schools that have large student populations to reduce the burden of administrative duties on teachers.

THE preliminary round for the Institution of Engineering and Technology (IET) ‘Faraday Do-It-Yourself Challenge 2017’ was yesterday held at the Universiti Teknologi Brunei (UTB) multipurpose hall.

Organised by IET Brunei Young Professional Section (YPS) and the Oil and Gas Discovery Centre (OGDC), the event is a one-day Science, Technology, Engineering and Mathematics (STEM) activity designed for six teams of students.

The event was set up and run by IET’s team of STEM professionals to give students a practical insight into the roles and responsibilities of an engineering team, as they were required to not only create their own mini engineering prototypes, but also to justify their ideas, costs and implementation plans to the judges.

The science and engineering competition gave students the chance to practice key STEM skills and knowledge, and at the same time help develop their problem-solving, team-working and communication skills.

This is in line with IET Brunei’s vision and mission of promoting the advancement of science, engineering and technology, and to facilitate the exchange of information and ideas on these subjects among the general public, particularly students.

MPRT sees major leap

THE  Ministry of Primary Resources and Tourism (MPRT) has been allocated a budget of $51.54 million for the 2017-2018 financial year.

This was announced by YB Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism, during his budget deliberation on the fifth day of the 13th Legislative Council (LegCo) session yesterday.

He said that his ministry is trying to intensify the diversification of the country’s primary resources to boost their contribution to the national gross domestic product (GDP) as well as efforts in creating new employment opportunities as part of the ministry’s Strategic Plan 2016–2020.

Highlighting the plan, the minister said that the MPRT’s vision is ‘Towards Rapid Growth in the output of Primary Resources and Tourism – to contribute towards economic growth in order to realise the Brunei Vision 2035’.

Despite the lower oil price that has impacted global economy including Brunei Darussalam, he assured that the ministry will continue efforts in line with its vision.

By promoting domestic and foreign investment, increasing productivity through the use of modern technology and focusing on the export market, it is hoped that the five-year plan can meet the key performance indicators (KPIs) set by the ministry, the minister added.

The strategic plan envisages more than tripling the value of output from the agriculture, fisheries and forestry sector to B$1.80 billion by 2020 from B$510 million in 2015.

This means that the sector’s contribution to GDP will increase from less than $200 million in 2015 to around one billion by 2020 which will see a four to five per cent growth in GDP compared to one per cent in 2015.

The minister added that with diversification of the country’s economy, the primary resources and tourism sectors are expected to generate up to 4,000 new employment opportunities.

According to the minister, to further enhance economic growth, the MPRT will intensify efforts by encouraging local and foreign investors to participate in development projects through Public-Private Partnership (PPP), reducing dependency on government’s financial resources.

In line with this, the ministry has offered comprehensive or semi-comprehensive agricultural development areas called Agriculture Development Area (KKP) for interested farmers. These areas include Tungku Agriculture Development Area (KKP Tungku), KKP Kilanas, KKP Batang Mitus and KKP Birau.

In the aquaculture sector, the ministry has offered several fish farming sites at Kampong Sungai Paku, Kampong Keramut and Sungai Penyatang in Tutong District; and Pengkalan Sibabau, Kampong Serasa and Kampong Meragang in Brunei-Muara District. They will focus on hatchery and nursery activities for fish and prawn farming.

While Tanjong Pelumpong in the Kuala Sungai Brunei and Pilong-Pilongan island are focussed on various types of caged fish, Sungai Jambu in Kampong Katok is for ornamental fish farming and vertical fish farming.

As of now, some 23 agriculture, fishery and tourism projects have been tendered through Request for Proposals (RFPs) and interested investors or entrepreneurs can still submit their business plans.

On this note, the minister said a number of projects have already been offered to successful applicants and they are expected to begin exporting their products by this year. However, some of the projects are still in evaluation stage while some are still being tendered.

He added that qualified and selected foreign investors will be mandated to invest in identified areas after attaining support from the foreign direct investment (FDI) Committee.

The minister said several FDI and joint-venture projects have been developed in further boosting the country’s economy. Among them, Hiseaton Fisheries (B) Sdn Bhd has acquired a 2,000-hectare site in Pilong-Pilongan island for caged farming of pompano fish and already commenced operations. The company is expected to produce 20,000 metric tonnes of pompano worth B$105 million annually by 2020.

The KR Apollo Sdn Bhd has been offered a 12-hectare site in Sungai Jambu in Kampong Katok to farm ornamental fish and food-fish. With the use of vertical farming technology, the company is expected to export produce worth $35 million by 2020.

Syarikat Nur Nabai Sdn Bhd has been tendered for growing grouper fish in Tanjong Pelumpong and it is expected to produce 5,000 metric tonnes of fish worth $35 million annually by year 2020.

Golden Corporation has acquired a 200-hectare site in Sungai Penyatang, Tutong to farm organic blue shrimp and it expects to produce up to 4,500 metric tonnes of fish worth B$48 million by 2020.

Yamako Pacific (B) Sdn Bhd has been permitted to operate a processing plant for tuna fish which will be exported to Japan. The project involves six fishing fleets in the Zone 4 site. The company has targeted about 10,000 metric tonnes of tuna and about 3,6000 metric tonnes of processed tuna fish which is expected to rake in B$100 million annually by 2020.

The minister said the MPRT needs cooperation from all relevant stakeholders, particularly farmers and entrepreneurs from the tourism industries, in increasing production to meet the export targets.

He advised farmers to facilitate their farming with the use of modern technology so that they would be able to boost productivity, depending less on government subsidies.

“We need to constantly build up their capacity. Education is more than what we receive in a classroom. Events like the BGIC refine the other important life skills that include communication, persuasion, negotiation, networking and character development,” Her Royal Highness said.

“In particular, I hope that the students’ active participation in the format of a model United Nations conference can allow them to take the perspective of world leaders and inculcate in themselves a strong understanding of how debate, negotiation, protocol, mutual understanding and compromise can slowly but surely advance the causes that they care about,” she added.

“We need to give today’s youths more platforms like BGIC to let them act according to their conscience and sense of responsibility,” Her Royal Highness added.

“The sustainable development goals build on principles agreed upon under a UN resolution popularly known as ‘The Future We Want’.

“It recognises that while poverty remains our most pressing global challenge, strategies to end this must go hand in hand with addressing the urgent need that millions around the world still have for access to education, health, social protection and employment all the while remembering one very important fact.

“Climate change is already heavily impacting public health, the environment, food and water security, migration, peace and security. If we ignore this reality, all the development that human society has achieved in the last few decades will begin to unravel. In the strictest terms, we must act. As a former UN Secretary-General famously stated, “There is no Plan B, because there is no planet B.”

The ISB Borneo Global Issue Conference (ISB BGIC) is an annual student led model UN conference where participants represent various countries, addressing their views on current and real world issues among their peers.

The conference is an initiative aimed at the expansion of students’ understanding of global citizenship and improving public speaking and negotiation skills.

The three-day conference is attended by 155 delegates from 21 schools across the country. Students warmed up to each other quickly as they merged resolutions with delegates from other countries to provide better solutions for the problems surrounding human development and sustainable use of the earth’s precious resources.

The hustle and bustle of caucusing continued until the evening, with delegates having a 5.30pm deadline for submitting their final resolutions.

Once that was done, participants were able to wind down and reflect over the day’s events over dinner.

Chung Ching Middle School students get lesson on patriotism

THE Information Department recently held a briefing to discuss the national flag and national anthem with students and teachers of Chung Ching Middle School in Seria.

Acting Branch Chief of Information (Belait District) Hasanul Hidayat bin Haji Abu Bakar delivered the briefing to an audience of teachers and 49 students of Year 7.

Chung Ching Middle School Principal Dr Ang Sik Liong also attended the talk.

The briefing is part of efforts by the department to instil patriotism among students, teaching them to appreciate and understand the values of the national flag and national anthem.

Attendees were also taught the history of the national anthem and how to correctly raise and fly the flag. Video presentations were also played.

The students later participated in a quiz. The winners were rewarded with prizes.

Call for women to ‘Be Bold For Change’

A WOMENPRENEUR Talk themed ‘Be Bold For Change’ was recently held at KB Sentral Shopping Centre.

The talk by women entrepreneurs aimed to influence, interact and inspire the audience to find courage in taking a step forward.

Invited speakers Nurliyana Fatin binti Arifin, Safa Omera Nazihah binti Abdul Wakil Kalman, Liyana binti Zakaria and Hajah Noor Monazalieana @ Suzie binti Haji Mohd Salleh delivered motivational speeches on being brave to bring changes for a better life.

Each speaker is successful in her field of work and their involvement in the talk allowed them to share their journey as well as associated products with attendees.

Speaking to the Bulletin, Hajah Noor Monazalieana @ Suzie said, “Our involvement in today’s event is to inspire and motivate women as well as youths. In my case, I’m involved in the world of entrepreneurs.

“KB Sentral has graciously set up a booth for all of the speakers to showcase our achievements and products to the public.

“The booth I set up showcased some of the creative uses of the Songket at formal events, and promoting the ‘Pekatan’ brand, which includes ready-to-eat crackers,” she said.

“I was not expecting a lot of people to attend the event, so the strong turnout goes beyond my expectation. I think it is great to have such an enthusiastic crowd.

“This is my first public talk discussing my past and current achievements. I hope this will inspire women and youths to be more proactive and to make the most of their lives,” she concluded.

The event ended with Pertiwi Association Chairperson Fatimah binti Tanji presenting souvenirs to the speakers.

Pertiwi Association members were also present at the talk. The association is a women’s organisation formed in 1968.
