Import, Excise Duties briefing in KB

THE Ministry of Finance (MoF) on Saturday afternoon organised a briefing on the new Import and Excise Duties at the Dewan Persidangan ICC in Kuala Belait.

The aim of the briefing was to educate the public on the import and excise duties that will be implemented from April 1 as well as answering questions.

A similar event was previously hosted by the ministry in Bandar Seri Begawan. The KB briefing marked the second briefing organised by the ministry.

Presenters included Ahmaddin bin Haji Abdul Rahman, Permanent Secretary (Performance) at the Ministry of Finance; Heidi Farah Sia binti Abdul Rahman, Acting Assistant Director at the Department of Economic Planning and Development; Haji Zakaria bin Haji Kamis from the Health Promotion Centre at the Ministry of Health (MoH), and Abdul Khaliq bin Haji Lokman from the Department of Environment, Park and Recreation.

Each of the presenters focused on a specific section of the new import and excise duties.

Many of the attendees present were reportedly from small shops, restaurants and businesses that may be worried how the duties will affect their operations.

The briefing concluded with a one-on-one Q&A session.

Penjuru hosts hi-tea for National Day participants

TO COMMEMORATE their recent participation in the 33rd National Day celebration that took place at SOAS Park, the Brunei Darussalam Nurses Association (Penjuru) yesterday held an appreciation hi-tea event at the Parkview Hotel’s Seasons Restaurant in Jerudong.

Attending the function as guest of honour was the President of Penjuru, Datin Paduka Hajah Suraya Noraidah binti Abdullah, who also presented certificates and mementoes to the participants.

The event began with a Doa Selamat recitation, followed by the Penjuru president’s speech, who among others advised the nurses to continue enhancing the quality of their services.

Minister has reception with top travel agents from Korea

IN HOPE of further boosting the number of Korean visitors to Brunei Darussalam, Dato Seri Setia Awang Haji Ali bin Apong, the Minister of Primary Resources and Tourism, attended a networking reception with 17 top travel agents from Korea who were in the country for a four-day, three-night familiarisation trip to experience the Golf and City Tour packages.

The programme was organised by Sinar Tour Sdn Bhd in collaboration with Royal Brunei Airlines (RB) and The Empire Hotel & Country Club with support from the Tourism Development Department.

Also present at the reception were Awang Wardi bin Haji Mohammad Ali, the Deputy Permanent Secretary at the Ministry of Primary Resources and Tourism; Haji Mohammad Zamree bin Haji Junaidi, Director of the Tourism Development Department; Nigel Badminton, General Manager of The Empire Hotel & Country Club, as well as Sinar Tour Sdn Bhd’s Executive Management and officers from the Tourism Development Department.

In his welcoming remarks, the minister expressed that he was pleased to see almost half of the top travel agencies from the Republic of Korea coming to Brunei, taking time to see the country and assisting the Tourism Development Department’s efforts to promote Brunei to the Korean market.

Since Sinar Tour Sdn Bhd started operating the charted flight from Incheon to Bandar Seri Begawan two months ago, they have conducted aggressive marketing and promotions through their representatives at TAMs Inc and have received over 1,500 Korean tourists. During a promotion on the home shopping channel in Korea, another 2,000 confirmed bookings between now until August 2017 have been recorded.

The minister also exchanged ideas and first-hand information regarding the needs and expectations of the Korean travellers.

He also shared with the group the main tourism products promoted by the ministry, including luxury travel, nature and cultural experiences set in a clean, healthy and safe environment.

In his discussions with the agents, the minister informed them that there are a lot more product offerings that could be added to the itinerary, as demand grows.

Brunei also welcomes more MICE (Meetings, Incentives, Conferences, Events) groups to the country, especially in areas such as Islamic Banking, Eco-tourism as well as the Oil and Gas sectors.

The Koreans were further assured that they will get the ministry’s support to achieve their target as well as to open opportunities to invest in Brunei to build tourism infrastructures and services.

The group of Korean tourists was led by Kweon Hee Seok, the Senior Vice Chairman of Hana Tour, one of the largest travel companies in the Republic of Korea.

PPPBD hosts welcoming dinner for FAPW 5th General Assembly members

HER Royal Highness Princess Hajah Rashidah Sa’adatul Bolkiah, the President of the Girl Guides Association of Brunei Darussalam (PPPBD), graced a welcoming dinner for 93 members of the Friends of Asia Pacific Region World Association of Girl Guides and Girl Scouts (FAPW) last night, at The Rizqun International Hotel in Gadong.

Also present were the Royal Patrons of the FAPW, Her Royal Highness Tunku Azizah Aminah Maimunah Iskandariah binti Duli Yang Maha Mulia Sultan Iskandar Ismail, the Crown Princess of Pahang, Malaysia; Her Royal Highness Princess Hajah Majeedah Nuurul Bolkiah; and Her Royal Highness Princess Hajah Masna, Ambassador-at-Large at the Ministry of Foreign Affairs and Trade.

The event was hosted by PPPBD, as a welcome gesture for those attending the FAPW 5th General Assembly 2017 in Brunei, which runs March 12-15.

A number of programmes have already been planned, including the assembly and selection of the new FAPW Working Group, a badge presentation to the members of FAPW and an international bazaar, as well as visits to places of interest and small and medium enterprises (SMEs).

MINISTER of Education Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman recently received a courtesy visit from Sonny Leong CBE, Chair of the Council for Education in the Commonwealth.

Held at the minister’s office in Berakas, the visit aimed to promote the celebration of Commonwealth Day which this year carries the theme ‘A peace-building Commonwealth.’

Permanent Secretary (Core Education) at the Ministry of Education Dr Hajah Romaizah binti Haji Mohd Salleh and British High Commissioner to Brunei Darussalam David Campbell were also in attendance.

Commonwealth Day is celebrated every second Monday of March. The theme helps guide Commonwealth activities throughout the year.

Brunei’s drive to excel gets thumbs up

THE Chair of the Council for Education in the Commonwealth has praised Brunei Darussalam for its high education attainment and literacy, as well as its drive to excel.

Sonny Leong CBE is the Chair of the Council for Education in the Commonwealth and Chief Executive of the Civil Service College.

The Council for Education in the Commonwealth is a parliament-based non-government organisation (NGO) founded over 50 years ago, at the time of the first Commonwealth Education Ministers’ Conference.

It carries the purpose of creating an informed public opinion on salient issues concerning education and training in the Commonwealth, as well as to identify appropriate ways in which Britain and the European Union can best contribute to their development.

He recently made his first visit to the Sultanate, during which he spoke in an interview with the Bulletin, facilitated by the British High Commission in Brunei Darussalam.

Sharing his thoughts on Brunei, he said, “My first impression is I love the country. It’s a very clean country, very green. The people are warm and very friendly.

“In the last few days I have been here, I’ve learnt the fantastic drive to excel in everything, where there is productivity in the public sector, excellence in the school sector and at the same time ensuring that graduates are given the opportunity to exploit the potential within either the private or public sector themselves.

“So I’m really deeply, deeply impressed,” he said.

He shared that from his visit he was briefed on the Brunei Vision 2035 and as well as the efforts in upskilling and increasing capacity within the public sector to deliver services to the citizens effectively and efficiently.

He was impressed with how ambitious Brunei is, of wanting to be in the global league of measurement, which he said is something to be praised and acknowledged.

“Like anything else, you constantly have to evolve. You can’t just create one policy and that’s it. Any developing country has to embrace new technology, has to look at how the world has changed and respond accordingly and Brunei is always at that forefront.”

On the topic of civil service, he shared, “Delivering public services effectively and efficiently is every government’s top priority, whether it’s in Brunei, in the United Kingdom, Australia or so on.

“In this present climate globally, whereby money is tight because of financial situations globally, everyone has to find a way of delivering their services effectively and looking at what is value for money.”

He also spoke on the importance of looking at how a country’s citizens can actually expect governments to deliver services effectively and efficiently, “because these days where technology citizens can actually access information readily, the government has to play its part as well in how to deliver that information accurately and timely.

“That’s a challenge not just to the Brunei Government but to governments around the world,” he said.

He highlighted that it is important for countries to learn from each other’s mistakes.

“Some countries are more advanced than others, so why reinvent the wheel when you can say, ‘Let’s not waste money doing that, because they’ve done that. Let’s try and find a way forward.’”

Speaking on the development of education in the Commonwealth, he said, “I’ve been very privileged in my career to visit many countries within the Commonwealth. There are 52 members within the Commonwealth and 31 of the members are small nations with less than two million people.

“But at the same time they need to have an education policy that’s fit for purpose post-independence and to keep up with the pace of technology that is driving education,” he continued.

“Some countries develop their policies faster than others in terms of embracing new technology, but at the same time there are international standards.”

As an example, he shared, “Within the Commonwealth we all share common values in terms of common language – English. The school curriculum and structure is very similar – you’ve got pre-primary, primary, secondary, ‘O’ Levels, ‘A’ Levels and universities. Right across the Commonwealth it’s very similar.

“Within the Commonwealth itself you can look at all the various stages of education and say, ‘Ok, let’s try to achieve this at the primary, secondary or tertiary level.’ “Then you’ve got the international standards. Take for example the Sustainable Development Goals (SDG4), which basically says ‘Let’s have quality teachers’ and it’s important. In schools you need to have good teachers, and the quality of teachers varies quite widely between the 52 member states.

“Some spend more in training their teachers, some spend less. Some teachers are graduates, some are not. At the same time you need quality teachers.

“What I’ve seen positively in Brunei is where the Government has brought in these international coaches and mentors and embedded them in schools to ensure the local teachers meet international quality standards, and that’s fantastic; that’s brilliant.”

Asked for his opinion on where Brunei stands compared to other Commonwealth states in terms of education, he said, “Very well. The education attainment in Brunei is very high, literacy is very high, and there is this urge to learn within Brunei students. The teacher’s profession is very much a respected profession here.”

Today is Commonwealth Day, and the theme this year is ‘A peace-building Commonwealth.’

“The question now is can education deliver a peace-building Commonwealth? My take is, yes, it can,” said Leong, highlighting that, as much as it is important for schools and children to study the usual STEM (science, technology, engineering and mathematics) subjects, it is important to have other disciplines in place like “good citizenship”, teaching respect and acceptance.

He noted that 2018 is quite a busy year for the Commonwealth.

“We’ve got the Commonwealth Education Ministers’ Conference in February, and it’s going to be in Fiji, followed later in spring/summer where the Commonwealth Heads of Government meeting will be held in the UK itself.”

He added that the Commonwealth is “a fantastic organisation”, highlighting that, with 52 countries, each member state has an equal say, irrespective of size.

Over 2,000 take part in Pusat Ehsan fund-raiser

HER Royal Highness Princess Hajah Hafizah Sururul Bolkiah was among the over 2,000 people who gathered at the Taman Haji Sir Muda Omar ‘Ali Saifuddien in the heart of the capital yesterday to raise funds by participating in the 12th Pusat Ehsan Walk, Run & Cycle 2017.

In support of the Bandarku Ceria initiative on Sunday in Bandar Seri Begawan, the categories in the Walk & Run event were the 3km Fun Run, 5km Fun Run, 10km and 21km while in the Fun Cycling event, the categories fell into 12km and 21km.

The guest of honour who sounded off the 21km cycling event was YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, the Minister of Home Affairs.

The Minister of Home Affairs also participated in the 12km cycling event with YB Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Minister of Education and other riders.

Also present to sound off the race were Dato Paduka Mohd Alimin bin Haji Abdul Wahab, Senior Trustee of Pusat Ehsan with Pengiran Datin Hajah Noraini binti Pengiran Dipa Negara Laila Diraja Pengiran Haji Abdul Momin, an Executive Trustee of Pusat Ehsan.

Farmers from rain-dependent areas supplied with BDR5 paddy

WHAT is the state of paddy development in the Agriculture Development Area (KKP) Perdayan and KKP Senukoh areas?

This was the question posed by YB Haji Emran bin Haji Sabtu, Penghulu of Mukim Bokok during last Saturday’s Legislative Council (LegCo) session.

In his reply, YB Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism said that these areas still very much depend on rain as their main source of water, and that the planting of paddy is still done manually as the soil is loose and does not require the use of heavy machinery.LegCo-Logo

To assist paddy farmers in their farming and help improve their yield in agricultural areas highly dependent on rain for water, particularly at KKP Perdayan and KKP Senukoh, the Department of Agriculture and Agrifood of the Ministry of Primary Resources and Tourism has supplied farmers from these areas with the BDR5 variety of paddy – a hybrid of Beras Laila and Beras Pusu.

The BDR5 paddy is well-suited for planting at sites such as KKP Perdayan and KKP Senukoh, and can be planted biannually. Assuming good management and a normal rate of rainfall, the new paddy is capable of producing three to five metric tonnes of paddy per hectare annually, in comparison with traditional paddy such as pusu, adan and barrio, which are only able to yield one metric tonne of paddy per hectare annually.

 

Another question posed by YB Haji Emran was whether the five Management of Rural Agricultural Development (KPLB) areas – KPLB Belais, KPLB Meniup, KPLB Sibut, KPLB Puni and KPLB Seri Tanjong Belayang in the Temburong District – have been confirmed as agricultural development areas.

These areas, the minister stated, are on their way to being designated as so, with KPLB documentations already submitted from the District Offices of the Ministry of Home Affairs to the Department of Agriculture and Agrifood.

Upon being gazetted as agricultural sites, these KPLB areas will be surveyed and controlled according to the requirements for agricultural development areas under the Department of Agriculture and Agrifood, the minister added.

Any areas not currently under development will be seized by the department and offered for sale by public tender under the RFP (Request for Proposals), concluded the minister.

Propaz needs to be re-assessed

THE effectiveness of the Ministry of Religious Affair’s (MoRA) pilot programme to eradicate poverty in the country called the Empowerment Programme Asnaf Zakat (PROPAZ) needs to be re-assessed and enhanced, and inculcating entrepreneurial skills in people is one option, Legislative Council (LegCo) member YB Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman said at the ongoing 13th LegCo session yesterday.

The programme, incepted in 2007, aims to empower needy individuals and their families through innovative means of training and skill acquisitions through internships in the Youth Development Centre and other channels, and is fully funded by the Brunei Islamic Religious Council through Zakat collections.LegCo-Logo

YB Siti Rozaimeriyanty shared that statistics have indicated a very low turnout from the programme among those who fall under the category of needy individuals in the last decade while the success rate of the programme is only about 67 per cent while between 2012-2017, it only registered a success rate of only 40.6 per cent.

She suggested MoRA to review the internship programme to improve its success rate and realise its mission to see needy individuals become economically self-sustainable rather than being dependent on welfare benefits.

She further said some of the steps that can be taken include collaborations with the private sector and non-governmental organisations through training, mentorships and internships and identifying business opportunities that they can delve into through an entrepreneurship skill approach, while suggesting that DARe (Darussalam Enterprise) can be one platform that can be used to help this programme achieve its mission. “This programme must be evaluated from time to time and must be made as a compulsory tool to help us eradicate poverty,” she added.

Minister of Religious Affairs YB Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman in his response welcomed the suggestion made by the LegCo member while highlighting some of the issues his ministry is facing in expanding the programme.

“One main issue is that the programme is riding on facilities offered by the Youth Development Centre, so there is a limit to the number of participants we can accommodate at one time and we have to run the programme in accordance with the Youth Development Centre in mind as a priority,” he shared.

He also said that in the last few years, the ministry has already made collaborations with cooperatives and a number of NGOs but said it was unpopular back then but said that with more awareness on the importance of economic diversification and the need to inculcate entrepreneurial skills among the people as aspired by the government, he said the ministry welcomes the participation of more parties to help the programme succeed, while it steps up its work to identify opportunities for collaboration.

IN RESPONSE to a question posed by YB Hanapi bin Mohd Siput, the Village Head of Kampong Labi I, on establishing a national park in Ulu Belait, YB Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism, said that the ministry has taken note of the suggestion and will do analysis on it feasibility, with regards to the high costs as well as the time it would take to create such a place.

Citing an example, the Ulu Temburong National Park had taken three years to be recognised as a national park, noted the minister.LegCo-Logo

One of the criteria for a place to be considered a national park by organisations such as the International Union for Conservation on Nature (IUCN), the area has to have an attractive and unique geological structure, and is reserved especially for a rich diversity of plants and animals with an original landscape.

All detailed information must be compiled through a comprehensive scientific research that requires experts and a large budget for the research projects, he further explained.

To another question posed by YB Haji Mohimin bin Haji Johari @ Jahari, the Village Head of Kampong Limau Manis, on the participation of consultative councils, especially Zone 5, to gather and collect selected wood from forests and rivers for the production of handicrafts and furniture, the minister responded that the ministry has also taken note of this suggestion.

For the process of collecting these items from the areas mentioned, permission is required from the Department of Forestry and usually a Form 2 Licence is issued with requirements and regulations, he said.

This process is important to protect the flora and fauna in the mentioned areas from extinction, added the minister.

Limited number of tourists allowed in Temburong

TO PRESERVE the pristine rainforests in the Green Jewel, Brunei is limiting the number of tourists coming to Temburong and carrying out environmental impact assessments in the area.

The Minister of Primary Resources and Tourism, YB Dato Seri Setia Awang Haji Ali bin Haji Apong, said that this is especially applicable to eco-tourism sites, such as the Ulu Temburong National Park.

In response to queries raised by YB Khairunnisa binti Haji Ash’ari, the minister said that the nation can only bring 100 tourists a day to the national park, as there are only 20 Temuai (elongated) boats available.

The same goes for the canopy walkway at the park, where only 100 climbers can scale up a day or up to five visitors per half an hour.LegCo-Logo

“We don’t intend to bring like 1,000 tourists to Batang Duri Park in Temburong due to certain limitations and we take into account the safety aspect which is also audited by competent authorities. We try to lower the environmental impacts with regards to this kind of tourism,” he added.

Meanwhile, when asked on opportunities in the downstream industry and farming and fishery sectors as raised by YB Haji Abdul Hamid @ Sabli bin Haji Arshad and to prioritise locals in the ministry’s projects, YB Dato Seri Setia Awang Haji Ali informed that his ministry is working with the Energy and Industry Department at the Prime Minister’s Office, such in processing prawns in Tutong, and with the Ministry of Home Affairs, such as in the cottage industry and its ‘One Village, One Product’ programme to make of prawn crackers.

Products need to be available as well. For instance, in the making of virgin coconut oil in Kampong Tanjong Maya in Tutong, coconuts need to be imported as raw materials, due to the limited amount available locally.

For big industries like the making of chicken sausages, besides relying on locally produced raw materials, they can also source and import them from outside, provided they are Halal, process and then export them overseas.

On assistance for farmers and fishermen, the minister noted that local farmers are also sent overseas like last year to visit Singapore and Indonesia for them to learn more about farming, entrepreneurship techniques and the markets in these countries, so they could later sell their products to the foreign markets.

More South Korean tourists coming

MORE tourists are heading to the Sultanate, especially from the Northeast Asia, and some 2,000 tourists from South Korea will visit the country in the days to come through charter flights, in addition to 1,500 South Korean tourists that have come recently, the Minister of Primary Resources and Tourism, YB Dato Seri Setia Awang Haji Ali bin Haji Apong, revealed yesterday at the Legislative Council (LegCo) meeting.

In response to queries made by YB Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman on cultural promotions and tourism at the international airport to boost the industry, the minister said that many leaflets on tourism are available at the airport’s arrival section.LegCo-Logo

“But these leaflets are grabbed fast, even though we put in hundreds. And they needs budget to be made available,” he added.

“For this tourism promotion, we are also doing it online by working with local telecom companies to promote tourism in the country, such as when people buy SIM cards or when they switch on their hand phones. Another way is through the social media, like Facebook and Instagram.”

The latest move by the ministry was organising joint ventures with travel agents, national airlines, hotels and the Brunei Tourism Board, where tourists we brought in from China and South Korea.

Meanwhile, the Minister of Communications, YB Dato Seri Setia Awang Haji Mustappa bin Haji Sirat, said that other efforts have been made to boost tourism.

The airport’s arrival hall is currently undergoing renovations, where counters needed by tourists like hotel information, information on money-changing, phone and car rentals will be put in place.

A SUGGESTION for seasonal business stalls to be organised at mosque compounds during religious events was welcomed by the Minister of Religious Affairs, YB Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, at yesterday’s Legislative Council (LegCo) meeting.

“What’s left is for this matter to be discussed with the respective mosques to discuss its appropriateness,” stated the minister.LegCo-Logo

“The ministry welcomes this activity which involves the community, as long as it does not go against the laws and intention of the mosques.”

YB Haji Umarali bin Esung suggested for business stalls to be set up during religious functions at mosques as a way of attracting more congregants in addition to enlivening the atmosphere.

“This initiative can add value to existing mosque activities and be organised by either the mosque through its Takmir, Muslimah or youth committee, without compromising the mosque as a place of worship,” he said.

Family Al-Quran Week to strengthen institution, abilities

LEGISLATIVE Council (LegCo) member YB Haji Ramli bin Haji Lahit suggested yesterday that a Family Al-Quran Week (Minggu Keluarga Al-Quran) be held to further strengthen the family institution and Al-Quran reading abilities of citizens.

“Reading the Al-Quran together in groups with parents and children can strengthen the family institution,” he said.

“Therefore, it is suggested if possible to carry out an Al-Quran Family Week celebration with multiple events, including reading the Al-Quran, Tafsir, writing verses from the Al-Quran and other relevant activities.”LegCo-Logo

In response, YB Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, the Minister of Religious Affairs, said that he would take note of the suggestion for the ministry to assess.

YB Haji Ramli bin Haji Lahit also suggested that, if suitable, the Qaris and Qariahs who have participated in international competitions be assigned to help improve the standards of Al-Quran reading in the country.

He suggested that, if the number of Qaris and Qariahs is limited, they first be assigned to mosques in areas with a high number of residents in each district.

“To begin with, in every district – three Qaris and three Qariahs in the Brunei-Muara District, one Qari and one Qariah in the Temburong District, two Qaris and two Qariahs in the Tutong District, and two Qaris and two Qariahs in the Belait District.

“If there are not enough, this can be carried out on a schedule,” he further suggested.

“This can help improve the reading of Al-Quran with Tarannum and provide opportunities to the many Qaris and Qariahs in our country to participate in international competitions.”

He added that this can also encourage children and youths to go to mosques, and have it become a cultural norm for them to carry out Tarannum Al-Quran activities.

YB Haji Ramli also asked whether the Ministry of Religious Affairs’ budgets for secondary studies, primary studies and mosque administrations also apply towards Al-Quran education.

He highlighted that Al-Quran with Tarannum should be taught thoroughly from a child’s early stage at religious schools, and as a continuation at mosques.

In response, the minister said that the provisions do indeed support programmes to improve the reading of Al-Quran, noting that religious schools have multiples of such programmes.

The minister also said that at mosques there are Muqaddam programmes, Al-Quran programmes and Muslim guidance programmes, to name just a few.

He highlighted that the ministry is looking seriously into further improving Al-Quran reading in the country, with a framework that is orderly and systematic with clear objectives and goals.

With regards to Tarannum Al-Quran reading at schools, he said the Youth Al-Quran Reading Scheme is in place, in which children who read the Al-Quran well in terms of recitation and voice are included, and are trained and developed to read the Al-Quran with Tarannum, with knowledge, theory and practice.

$36M tithe money distributed

BASED on statistics from the Brunei Islamic Religious Council, from the years 2016-2017 and 2017-2018, some $36 million tithe money has been distributed to eligible recipients in the form of financial assistance, basic necessities, school fees and accommodation.

Meanwhile, the distributions for the festive Hari Raya period amounted to $9 million.

This was highlighted by the Minister of Religious Affairs, YB Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman in response to YB Pehin Orang Kaya Pendikar Alam Dato Paduka Seri Awang Haji Hasrin bin Dato Paduka Awang Haji Sabtu’s queries at the Legislative Council (LegCo) meeting yesterday.LegCo-Logo

YB Pehin Orang Kaya Pendikar Alam Dato Paduka Seri Awang Haji Hasrin asked about tithe recipients in the category of poor and destitute, which had reached 9,586 recipients last year, including heads of family and their dependents.

The new LegCo member also inquired on the strategies by the Ministry of Religious Affairs (MoRA) and other agencies in monitoring this group, who should not be dependent on tithe but be assisted through the provision of equipment, a business model and programme to enhance their knowledge.

 

The minister responded that these recipients get tithe money assistance monthly, for a period of 24 months.

Tithe money is also distributed to pay medical expenses for Muslims who are not entitled for free medical fees or subsidies, to pay the model to set up a business, to finance the Asnaf Zakat Empowerment Programme (PROPAZ) for them to be free from becoming tithe recipients, as well as to pay outstanding dues under the category of Al-Gharimin, added the minister.

YB Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin also revealed that over 4,000 people paid property tithe, including companies who pay business tithe. Last year, over $17 million property tithes were collected.

“Tithe recipients who are old and unable to work are still eligible to get tithe money. But if they are able to work, we will put forth efforts for them to work and free them from becoming tithe recipients,” he said.

“For those who are able to work but with low-income, big families and many commitments, it is still not adequate to support their lives and they still rely on tithe money.”

Meanwhile, steps taken by the MoRA to ensure that teachers have qualifications to teach Al-Quran and religious knowledge in line with the rules and regulations as well as to guarantee the quality and to control the authenticity of teachings were also queried by YB Pehin Orang Kaya Pendikar Alam Dato Paduka Seri Awang Haji Hasrin.

The minister responded that the Brunei Islamic Religious Council has also inspected and commissioned private teachers in terms of Al-Quran reading and their fluency in ‘Tajwid’.

“Some applications could be accepted and passed, although the applicants are from tertiary institutions. For foreign preachers who are not spreading thoughts not in tune with the local context, it will not be approved,” he said.

YB Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin shared statistics from the Brunei Islamic Religious Council which show the number of Bruneians commissioned totalled 173 people, of which 66 teach Al-Quran and 45 teach religious knowledge.

Another 72 teach Al-Quran and carry out religious talks. The teachers are from higher institutions. Some also comprise graduates still studying and former civil servants with expertise in religious knowledge.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday consented to attend the Passing Out Parade of the 6th intake of the National Service Programme (PKBN) .

Upon arrival at the PKBN Training Camp in Batu Apoi, Temburong, His Majesty was greeted by Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Culture, Youth and Sports.

Also present to greet His Majesty were YB Haji Emran bin Haji Sabtu, Legislative Council member; Dato Paduka Seri Haji Mohd Jammy bin Haji Muhd Shah Al-Islam, Commissioner of theRoyal Brunei Police Force; Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, Commander of the Royal Brunei Armed Forces; and Haji Noor Jusmin bin Haji Abdul Samad, Permanent Secretary at the Ministry of Culture, Youth and Sports.

His Majesty also consented to tour the facilities at the new PKBN Training Camp, sign the PKBN Building Memory Plaque in conjunction with the 6th Passing Out Parade and receive a pesambah.

After the tour, His Majesty headed to the multipurpose hall to sign the parchment commemorating the monarch’s attendance and was presented with a pesambah by the Director of National Service Section (BKBN).

Prior to leaving the ceremony, His Majesty also consented to mingle with the trainees and their parents and guardians as well as take a group photo with the 6th intake trainees at the Lecture Hall.

The 6th intake comprised 357 trainees of which 77 are females.

Meanwhile, the Overall Best Male Trainee award was given to 11264 Trainee Awangku Yura Wira Putera @ Awangku Muhd Amin bin Pengiran Yunos of Platoon 1 while the Overall Best Female Trainee award went to 11370 Trainee Qurratul’ain Syukriyah binti Haji Shamsul Ariffin also from Platoon 1.

The Best Parade Male was awarded to 11290 Trainee Muhd Syahmi Sufi bin Salleh from Platoon 4 while the Best Parade Female Male was given to 11378 Trainee Farah binti Mohd Rashidi from Platoon 6 while Best Male and Female Physical went to 11143 Trainee Hafiz Ifwat bin Azmi and 11420 Trainee Syaqirah binti Japar from Platoon 2 and 6 respectively.

Since PKBN started, the programme has produced 1,418 trainees.

The 6th intake training began on December 4, 2016 and concluded yesterday.

These trainees were trained by 120 supervisors, trainers, medical officers and coordinators from several agencies, namely Royal Brunei Armed Forces, Royal Brunei Police Force, Fire and Rescue Department, Outward Bound Brunei Darussalam, Religious Teachers University College of Seri Begawan (KUPU SB) and PKBN alumni volunteers.

NATIONAL Service Programme (PKBN) trainees should be capable of showcasing their abilities in line with the programme’s motto of ‘Bersedia, Berkhidmat dan Berbakti’, (Readiness, Service and Loyalty), since one of their fundamental roles is carrying out voluntary work in normal circumstances and in times of disaster.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam highlighted this in a titah during the Passing Out Parade of the 6th PKBN intake yesterday, at the new PKBN Camp in Temburong.

“This should be the policy for our youth, which must be a sound one, to ensure transparency and efficiency in rendering services,” said the monarch.

“The relevant parties need to emphasise this matter until it is fully comprehended and embraced by the trainees. If this policy is not understood and received by the youth, then all of their services will lack consistency.”

“The dispensing of services would then be subject to the shifts in their mood – done well when in high spirits or neglected when they are not inclined,” said His Majesty.

“Therefore, it is necessary that the policy or concept should be reinforced. A voluntary policy or concept must be of a grand and dynamic nature and should not be obscured by a sluggish and bored outlook.”

The monarch said that PKBN trainees should display commitment towards the organisation’s main purpose of motivating volunteers to be resolute while rendering their services to the country and the community.

“Such tendencies should be encouraged as socialising and interacting among youths can lead to the construction of new and beneficial ideas,” said His Majesty.

The monarch also said that it is worth reflecting on the programme’s main objective of producing individuals who are ready and willing to serve their country.

“The effectiveness of PKBN should not be in doubt. The increasing of number of trainees each year is ample proof of a stable organisation,” said His Majesty. “What is required is for the PKBN Task Force to double its efforts in preparing beneficial programmes for former trainees to offer their services.

“Each of the trainees has unique potential and abilities which could be developed into high proficiency and expertise, if nurtured properly. But it is also important to observe and manage their individual talents and perspectives for the benefit of the country.”

Congratulating the new trainees, His Majesty advised them to make the most of their experiences at the camp, so that their respective parents and guardians would be proud.

“Apart from the training, it is hoped that the PKBN camp will continue to be a respected source of energy and force,” said His Majesty, concluding the titah.

LegCo-LogoYB PEHIN Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports said at the 13th Legislative Council session yesterday that his ministry is expecting an increase in the medal tally by Bruneian athletes in the coming SEA Games.

The minister was responding to a query by YB Hanapi bin Mohd Siput, Legislative Council member and Village Head of Kampong Labi I, on medal target and the events to be participated by Brunei Darussalam, and also on when Brunei will host the SEA Games.

“Brunei hosted the SEA Games in 1999,” the minister reminded, adding that “hosting the event is not an easy task to shoulder, as it requires lot of planning and strategic decisions by taking into account the existing facilities, facilities to be completed and other matters.”

YB Hanapi also raised the issue of extending the Outward Bound programme to other districts that have the potential apart from Temburong District.

The minister replied that the current Outward Bound programme is presumed to be adequate and that with the completion of the Brunei-Muara to Temburong Bridge, transportation will be efficient.

“Outward Bound Brunei Darussalam (OBBD) Temburong received interna-tional recognition as one of the prestigious outward bound schools as it meets the necessary standards and it has enhanced the country’s prestige. Singapore, who has Outward Bound Singapore (OBS), is one of OBBD’s main clients,” said the minister.

He added that the proposal to extend the Outward Bound initiative to other districts can be considered in the future.

LegCo-LogoTHE creative industry is a field with the potential to ignite entrepreneurial spirit among Bruneians and help in strengthening the nation’s economy.

YB Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports, stated this in reply to YB Khairunnisa binti Haji Ash’ari suggestion that local creative talents be allocated a dedicated area to work on and pursue their craft – preferably the Art Gallery of the Dermaga Diraja in the capital.

According to the minister, the Ministry of Culture, Youth and Sports has already formulated a national action plan to nurture and grow the creative industry back in 2012. To date, several proposals under this plan have been implemented.

This is manifested in Brunei’s increased participation in international film festivals; the increase in the number of Malay language books being translated into English, German and French; facilitating skill enhancement among professionals in the industry through the use of technology from other areas such as photography or computer engineering; as well as the implementation of strategies to move towards the embedding of a national arts culture in Brunei.

The ministry, with the cooperation from relevant stakeholders will strive to develop the creative industry in Brunei as a means to improving the country’s economy and productivity. “Youths are advised to step forward with their expertise and skills in this industry to contribute to the nation’s economic development,” the minister said.

Another issue raised by YB Khairunnisa was on the further development of the Youth Centre in the capital.

Responding to this, the minister said that the centre is a venue that provides an opportunity for youth to interact with one another in a positive way, offering various healthy activities essential for their personal and social development.

He said that however, the youth in the country are more inclined to interacting with one another via the Internet. The minister advised that physical, face-to-face interaction is still crucial and more advantageous than such virtual communication.

In closing, the minister said that the ministry has plans to develop the Youth Centre, to encourage optimal usage of the centre’s facilities among the country’s youth.
